HomeMy WebLinkAboutRES 232 Draft 01 2022-2024 COUNTY OF HAWAI`I ''-° '�� • STATE OF HAWAI`I qTF OF•HF,� RESOLUTION NO. 232 23 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO FRIENDS OF FIRST RESPONDERS FOR ITS GRIN CRISIS INTERVENTION TRAINING IN WEST HAWAI`I. WHEREAS, the life of a first responder is one of the most stressful in the nation; death, trauma, danger, increased risk, and exposure are some of the experiences first responders face on a daily basis; and WHEREAS, first responders have an ongoing need for various services and programs when exposed to repeated exposure to painful and provocative experiences, which can impose significant risks to their mental health; and WHEREAS, the GRIN Crisis Intervention Training that is scheduled for October 4-6, 2023, in West Hawai`i will equip attendees to: (1) understand the impact of critical incidents and job related stress on themselves and their coworkers; (2) identify signs and symptoms that someone is in need of help and then reach out to engage in a productive conversation; (3) identify resources; and (4) plan and conduct group crisis interventions; and WHEREAS, Friends of First Responders is a 501(c)(3) nonprofit organization committed to the health and wellness of first responders and their families on the big island; and WHEREAS, Friends of First Responders is requesting funds to assist with expenses for its GRIN crisis intervention training for first responders in West Hawaii; and WHEREAS,the Department of Liquor Control supports organizations and programs that promote the health, safety, and the welfare of communities; and WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that Contingency Relief funds from Council District 5 will be appropriated to the Department of Liquor Control to provide a grant to Friends of First Responders for expenses relating to its GRIN crisis intervention training for first responders in West Hawaii. BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby transfers/appropriates the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $5,000 OUT AND FROM: 010.101.5101.91 Clerk-Council SVC-Contingency Relief $5,000 CREDITED TO: 010.251.5251.39 Department of Liquor Control $5,000 Public Programs 115 Misc. Contract Services (Friends of First Responders-GRIN Crisis Intervention Training, October 2023) BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Director of Liquor Control and Director of Finance, and that the Director of Finance is hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
