Re: Resolution for multi-year employment contracts
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year,
for multi-year employment contracts, for the Planning Department. These employment
contracts will be executed for four years to continue the delivery of recovery efforts from
the 2018 Kilauea Eruption,and which are subject to the continued availability of disaster
recovery funds provided to the County.

A. REQUEST:
Requesting a resolution to authorize the County to enter into multi-year employment contracts (HCC Section
10-11)to deliver the recovery efforts from the 2018 Kilauea Eruption. These employment contracts will be
funded with disaster recovery sources available to the County. The contract employees will work across the
County and with community and other government partners. The employment contracts are for the following
positions: Disaster Recovery Officer; Recovery and Redevelopment Manager; Recovery and Redevelopment
Assistant; Disaster Recovery Communications Specialist; Disaster Recovery Program Coordinator; Manager
for Disaster Recovery Community Engagement and Collaboration; CDBG-MIT Project Specialist.
Reso. 263-19 initially authorized contract employment for these positions for four years.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):

The County's Kilauea Recovery and Resilience Plan establishes strategies and activities to coordinate
recovery efforts in response to the impacts of the 2018 Kilauea Eruption. The Disaster Recovery Division of
the Planning Department was created to host County positions, recruited through employment contracts,
responsible for administering these recovery grant funds and programs.
Recovery requires dedicated, yet evolving teams to coordinate governmental and community stakeholders,
and support implementation of interim and long-term strategies.To support Kilauea eruption recovery efforts,
it is anticipated that temporary personnel will be hired as needed and over the course of administering
funded recovery projects and programs. These multi-year employment contracts are authorized under HRS
§127A-12(c)(7)and §76-77(10). These authorities to hire provide for expediency and adaptability in scoping
responsibilities and adjusting the size and make-up of the team as recovery moves through various phases.
