SUBJECT: Bill 191, Kapiolani Street One- ay
The subject bill, as amended, passed the first reading of the Council on February 2, 2000.
We agree with the amendment to terminate the one-way pattern at Haili Street instead of Ponahawai Street.
However, we feel that the bill should be further amended to include conditions for the temporary one-way
pattern to minimize the potential for traffic litigation.
The conditions should be similar to the conditions imposed when a permit is issued in accordance with
section 24-153.3 of the County Code. These conditions include:
• Coordination with the Police Department to insure that appropriate traffic signs are installed at the
proper locations and at the proper times. (Note: The Traffic Division will fabricate the signs and
deliver to the appropriate locations.)
• Responsibility for well publicized news media coverage with a map and description to inform
motorists of [he change in traffic pattern and the effective dates and times.
• Responsibility to inform agencies that might be affected, such as, Fire Department, medical facilities,
hotels, businesses, residences, churches, mass transit, State highways, etc.
• Responsibility to provide personnel or special duty police officers, if necessary, to ensure traffic and
pedestrian safety during the scheduled events.
• Responsibility to comply with all other County requirements; i.e., sign code.
Public Works does not have the staffing to monitor each annual event to insure that appropriate and timely
actions are taken to insure that traffic and pedestrian safety are not compromised.
We appreciate your consideration of our comments and recommendation.
