Your Committee on Finance,to which was referred Resolution No. 219-23, reports as follows:
Resolution No. 219-23,transmitted by Finance Director Deanna S. Sako, via Communication No. 390
dated July 28, 2023, authorizes the Mayor to enter into an agreement with the State of Hawai`i
Department of Health,pursuant to Hawai`i Revised Statutes 46-7, for a grant to the Hawai`i County
Research and Development Department.
This resolution allows for the receipt of$49,942, which would be used to identify partnerships,
project funding, and other available resources to establish and implement a Food Access Plan.
Committee Member Ashley L. Kierkiewicz asked Finance Director Deanna Sako to provide more
background on this measure. Ms. Sako noticed that Food Systems Specialist Sarah Freeman was
attending via Zoom and recommended that she provide the overview. Ms. Kierkiewicz asked
Ms. Freeman to explain the term"food access" as it relates to this measure. Ms. Freeman defined
that term by reading from a deposition. Ms. Kierkiewicz thanked Ms. Freeman for the clarification.
Committee Chair Matt Kaneali`i-Kleinfelder asked Ms. Freeman if anyone from the public would like
more information about this if they could contact her directly, to which she confirmed.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 219-23, and
recommends its adoption.
