SUBJECT: BILL 191 (DRAFT 2) - KAPIOLANI STREET ONE-WAY
AMENDMENT
The Hawaii County Police Department supports the intent of Bill 191 to create aone-way
traffic flow in a Puna (south) direction on Kapiolani Street between Waianuenue Avenue
and Haili Street on the dates specified in this bill. However, we recommend that the bill
include the placement of the proper permanent signage to eliminate the need for patrol
officers to routinely post signs on the specified dates.
We are concerned with the Department of Public Works proposal to include conditions
similar to the conditions imposed when a permit is issued in accordance with section 24-
153.3 of the Hawaii County Code. The adoption of this bill will eliminate the need to
inform agencies that may be effected, provide media coverage, coordinate with the Police
Department for proper signage or special duty and to comply with other requirements.
We recommend the amendment of section 24-153.3 of the Hawaii County Code to
include the requirement of a road closure permit for temporary one-way traffic patterns.
This would address the Department of Public Works concern to minimize the potential
for traffic litigation.
