Install flashing lights on all barricades and as required to ensure public safety. 3. Flagman or Special duty police officer at the intersection of Kuawa &Manono during the changeover from two-way to one-way traffic flow and other times as necessary to ensure that vehicles from Manono Street &Kuawa Street do not enter the one way portion of Manono Street. 4. Flagman or Special duty police officer at Manono & Piilani Street to direct traffic during the change-over of the traffic pattern and during other times as required to insure public safety. 5. DO NOT ENTER, ROAD CLOSED, DETOUR (with arrow), LANE CLOSED AHEAD, MERGE LEFT, MERGE RIGHT, & OTHER APPROPRIATE SIGNS at the beginning and at the end of the one way pattem. 6. ONE WAY signs across all access & driveways to the one way street, and NO LEFT TURN signs at all exits from Civic & W. Victor parking lots onto Manono during the one-way pattern. 7. NO LEFT TURN sign on Kuawa Street at Manono. 8. Appropriate traffic barricades, cones, signs and other traffic control devices to safely guide vehicles and pedestrians through the affected road closures and activities. 9. For night closures (including evening and early morning hours when the county street lights go on), the applicant must provide, install and maintain appropriate advance warning signs, warning/fiashing lights, high intensity refiectorized barricades and other traffic control devices to ensure safety for the public. ] 0. All signs, barricades, & traffic control devices shall meet the requirements of the latest edition of the MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES. 11. Date MAR 2 2 2000 Response to Police Department Street Closing Permit No. 00-08 Date: February 1Q 2000 The conditions of the Department of Public Works are as follows: I . The applicant shall properly install, maintain and remove the necessary traffic control signs and devices in coordination with the Police Department and in conformance with safety measures for: The partial closure of Manono Street in Hilo for the Lehua Jaycees Springfest Carnival on May 4 through 7, 2000 as follows: May 4 from 4:30 p.m. to 12:30 a.m. May 5 from 4:30 p.m. to 12:30 a.m. May 6 from 10:00 a.m. to 12:30 a.m. May 7 from 10:00 a.m. to 12:30 a.m. Manono Street will be one-way in the northerly direction from Piilani Street to Kuawa Street with no parking & one makai lane closed in the vicinity of [he Civic Auditorium. 2. The applicant shall provide police control when necessary to ensure and enforce safety to the public in the operation of the activities, and to allow emergency vehicles to proceed through the activities in case of an emergency. 3. The applicant shall notify all businesses and residences affected by this closure and ensure that required access is satisfactorily provided to affected businesses and residences. 4. The applicant shall insure that the County of Hawaii, the State of Hawaii and its respective officers and employees shall be held free of all liabilities resulting from the proposed actions. 5. The applicant shall be responsible for well publicized news media coverage of the event(s). The applicant shall publish the event(s) in the newspaper which shall include a map and description about the event(s) and shall cover the events) over the radio. 6. The applicant shall be responsible for cleaning up all litter and other debris on the premises of their facilities and within the government right-of--way. 7. For use of temporary banners (any outdoor decorations or advertising devices as defined in Section 3-2(a) (9) of the Hawaii County Code), the applicant shall obtain a permit from the Engineering Division at the Department of Public Works, County of Hawaii. All banners shall meet the requirements of the County of Hawaii sign code. 8. The applicant shall also be responsible for informing and coordinating his function(s) with all other affected agencies: Fire Department, Hospital & Medical Facilities, Hotels, Businesses, Churches, Mass Transit, State Highways Division,State Harbors Division, etc. 9.
