I'm sure that my ever hopeful stubbornness compels me to write AGAINST the Insurance Accessibility programs f trpLava=`I
Hazard Zones 1 and 2.
Please let me remind all of you that Lava Hazard Zone 1 is THE MOST Hazardous, and consists of properties ON a rift zone.
Zone One is closely followed by Zone Two.
The ahupua'a of Keahialaka, in which is located the subdivision of Leilani Estates,straddles Zone 1,and the lower East Rift Zone
of Kilauea volcano. I absolutely fail to understand why anyone in County or State governments can support Reso 223-23. As a
taxpayer, and a lifelong resident of the Island of Hawaii, I am outraged that taxpayers are being asked to support,again and
again and again,ANY"recovery"efforts on the slopes of Kilauea. What's worse, is that no one,absolutely no one in
Government,seems to have the wherewithal to explain WHY construction in those zones in Puna is still allowed,even
encouraged,as evidenced by this Resolution. I've asked repeatedly,and have been repeatedly ignored.
Government is sanctioning building in those high risk areas. People are investing their livelihoods, and often substantial sums
of money,to build homes there. Those in Government apparently are shameless and ignorant of risks. When disaster
happens, "FEMA money" is touted as our savior. Oh, FEMA will pay. FEMA might pay. We're waiting for FEMA. FEMA also
has kuleana for healing all Federal disasters, including the Lahaina Fire,floods, hurricanes,tornadoes,other fires, etc. In case
you've forgotten, FEMA is funded by us. Those are our tax dollars at work.
It wouldn't be so bad if someone,anyone in government,would offer a clearheaded,concise explanation detailing why it
makes sense to build in LHZ 1 or 2. Anyone?
The ignorance on full display is sickening,and at the same time heartbreaking.
Please vote AGAINST Resolution 223-23.
