I support Resolution 223-23 and urge all concerned insurance companies and county and state officials to
restore insurance coverage at reasonable cost for Hawaii Island residents.
I recommend that the county/state start a "lava emergency fund" funded by federal funds, grants, local
property taxes, and accommodation taxes to be used to lure insurance companies back into Lava Zones 1 and
2. In the event of loss due to volcanic events that fund could be used to help insurance companies pay
claims. If no losses result from volcanic events there will be no cost to the fund (or county/state).
Encouraging USGS to provide a more detailed lava zone map might be helpful. I know that lava has not
touched the Hawaiian Beaches/Shores area since 1840. My insurance company has collected premiums from
me for 8 years, but has decided to leave the state. My house is at no more risk than it has been for those 8
years, but now I'm told that HPIA is the only option I have to insure my home (at 6 times the current
cost.) Restoring reasonable homeowner's insurance coverage to the area can keep houses being built and
allow the property tax rolls to increase. raj
