Resolution 223-23

Aloha Council Members,
I urge you to support Resolution 223-23. While all the action needed to address this emergency
is at the State level, I know that it will only be effective with massive community support, and
this Resolution from the County Council will be of great assistance.
In serving the Puna communities still working to recover from the 2018 Kilauea eruption we
have had an outbreak of reports of massive home insurance premium increases of 300% and
more. On average, this increase amounts to a $500 per month increase for a household.
HPIA has a choke hold on homeowners in lava zones 1 and 2, they are the only provider. An
increase of this amount is not possible for the majority of homeowners. I expect that within 4
months we will begin to see-foreclosures on Puna mortgages unless there is an IMMEDIATE
intervention.
This will be an economic disaster for Puna that from which it will be very difficult to recover.
We must have an immediate intervention and a long-term solution to this insurance premium
issue. The increase in unsustainable and the outcome could be disastrous.
I urge your support and your continued efforts to seek immediate relief.
