7. Grant Description (Summerize the grant plan covering activities that address the major goals and objectives in
approximately 100 words. Limit to 6 lines.
HCPD will decrease the number of unrestrained fatalities of vehicle occupants from (13) to (12) or less by September 30, 2023.
HCPD will increase the number of reported properly fitted child restraints by 5% from 37% in 2021 to 42% by September 30,
2023. HCPD will conduct (150) seatbelt operations and (16) nighttime seat belt operations and (16) child restraint focused
operations during FFY 2023, TSS staff will assure that 10 child safety seats and 9 highback booster seats are distributed to
persons in need. TSS staff will participate in (4) community events and provide educational materials.

Acceptance of Conditions: It is understood and agreed by the undersigned that a reimbursement grant received as a result of this grant agreement is subject to
Public Law 89-564 (Highway Safety Act of 1966) and all administrative regulations governing grants established by the U.S. Department of Transportation
and the State of Hawaii. It is expressly agreed that this project constitutes an official part of the Hawaii Highway Safety Program and that said applicant
agency will meet the requirements as set forth herein, which are incorporated herein and made a part of this grant agreement. Authorization to proceed with
this Highway Safety Project is requested.

POLITICAL ACTIVITY (HATCH ACT)
The APPLICANT will comply with provisions of the Hatch Act (5 U.S.C. 1501-1508), which limits
the political activities of employees whose principal employment activities are funded in whole or in
part with Federal fiords.
CERTIFICATION REGARDING FEDERAL LOBBYING
Certification for Contracts, Grants, Loans, and Cooperative Agreements. The undersigned certifies, to
the best of his or her knowledge and belief, that:
1. No Federal appropriated funds have been paid or will be paid, by or on behalf of the undersigned,
to any person for influencing or attempting to influence an officer or employee of any agency, a
Member of Congress, an officer or employee of Congress, or an employee of a Member of Congress
in connection with the awarding of any Federal contract, the making of any Federal grant, the making
of any Federal loan, the entering into of any cooperative agreement, and the extension, continuation,
renewal, amendment, or modification of any Federal contract, grant, loan, or cooperative agreement;
2. If any funds other than Federal appropriated funds have been paid or will be paid to any person
for influencing or attempting to influence an officer or employee of any agency, a Member of
Congress, an officer or employee of Congress, or an employee of a Member of Congress in connection
with this Federal contract, grant, loan, or cooperative agreement, the undersigned shall complete and
submit Standard Form-LLL, "Disclosure Form to Report Lobbying," in accordance with its

3. The undersigned shall require that the language of this certification be included in the award
documents for all sub-award at all tiers (including subcontracts, subgrants, and contracts under grant,
loans, and cooperative agreements) and that all subrecipients shall certify and disclose accordingly.
This certification is a material representation of fact upon which reliance was placed when this
transaction was made or entered into. Submission of this certification is a prerequisite for making or
entering into this transaction imposed by section 1352, title 31, U.S. Code. Any person who fails to
file the required certification shall be subject to a civil penalty of not less than $10,000 and not more
than $100,000 for each such failure.
RESTRICTION ON STATE LOBBYING
None of the funds under this program will be used for any activity specifically designed to urge or
influence a State or local legislator to favor or oppose the adoption of any specific legislative proposal
pending before any State or local legislative body. Such activities include both direct and indirect
(e.g., "grassroots") lobbying activities, with one exception. This does not preclude a State official
whose salary is supported with NHTSA funds from engaging in direct communications with State or
local legislative officials, in accordance with customary State practice, even if such communications
urge legislative officials to favor or oppose the adoption of a specific pending legislative proposal.

CERTIFICATION REGARDING DEBARMENT AND SUSPENSION
lInstructions for Lower Tier Participant Certification
1. By signing and submitting this proposal, the prospective lower tier participant is providing the
certification set out below and agrees to comply with the requirements of 2 CFR parts 180 and 1200.
2. The certification in this clause is a material representation of fact upon which reliance was placed
when this transaction was entered into. If it is later determined that the prospective lower tier
participant knowingly rendered an erroneous certification, in addition to other remedies available to
the Federal government, the department or agency with which this transaction originated may pursue
lavailable remedies, including suspension or debarment.

3. The prospective lower tier participant shall provide immediate written notice to the person to
which this proposal is submitted if at any time the prospective lower tier participant learns that its
certification was erroneous when submitted or has become erroneous by reason of changed
circumstances.
4. The terms covered transaction, civil judgment, debarment, suspension, ineligible, participant,
person, principal, and voluntarily excluded, as used in this clause, are defined in 2 CFR parts 180
and 1200. You may contact the person to whom this proposal is submitted for assistance in obtaining
P copy of those regulations.
5. The prospective lower tier participant agrees by submitting this proposal that, should the
proposed covered transaction be entered into, it shall not knowingly enter into any lower tier covered
transaction with a person who is proposed for debarment under 48 CFR Part 9, subpart 9.4, debarred,
suspended, declared ineligible, or voluntarily excluded from participation in this covered transaction,
unless authorized by the department or agency with which this transaction originated.

6. The prospective lower tier participant further agrees by submitting this proposal that it will
include the clause titled "Instructions for Lower Tier Participant Certification" including the
"Certification Regarding Debarment, Suspension, Ineligibility and Voluntary Exclusion — Lower
Tier Covered Transaction," without modification, in all lower tier covered transactions and in all
solicitations for lower tier covered transactions and will require lower tier participants to comply with
:2 CFR parts 180 and 1200.
7. A participant in a covered transaction may rely upon a certification of a prospective participant in
a lower tier covered transaction that it is not proposed for debarment under 48 CFR Part 9, subpart
9.4, debarred, suspended, ineligible, or voluntarily excluded from the covered transaction, unless it
knows that the certification is erroneous. A participant is responsible for ensuring that its principals
are not suspended, debarred, or otherwise ineligible to participate in covered transactions. To verify
the eligibility of its principals, as well as the eligibility of any prospective lower tier participants, each
participant may, but is not required to, check the System for Award Management Exclusions website

IBUY AMERICA ACT
The APPLICANT will comply with the Buy America requirement (23 U.S.C. 313) when purchasing
items using Federal funds. Buy America requires a State, or Applicant, to purchase with Federal funds
only steel, iron and manufactured products produced in the United States, unless the Secretary of
Transportation determines that such domestically produced items would be inconsistent with the
public interest, that such materials are not reasonably available and of a satisfactory quality, or that
inclusion of domestic materials will increase the cost of the overall project contract by more than 25
percent. In order to use Federal funds to purchase foreign produced items, the State must submit a
waiver request that provides an adequate basis and justification for approval by the Secretary of
Transportation.

IThe APPLICANT will not use 23 U.S.C. Chapter 4 grant funds for programs to check helmet usage or
to create checkpoints that specifically target motorcyclists.

the traffic safety related problem or deficiency that the proposed grant is intended to correct.
Vehicle safety continues to improve with the advent of full fleet implementation of driver and passenger air bags. However,
without significant increases in the use of safety belts, full potential will not be reached. The rate of increase in belt use has
been stagnant for the past few years and is the lowest of any industrialized nation. Increased public awareness could help
change risk-taking attitudes and behaviors. Safety belts, when used correctly, reduce the risk of fatal injury to front -seat
passenger car occupants by 45 percent and the risk of moderate -to -critical injury by 50 percent.

93 was generated using data from the Winter 2021 Seatbelt survey conducted by the University of Hawaii. This shows a
iificant difference between the day and night time seatbelt usage in Hawaii County.
#4, #5, #6 show the 2021 Child Restraint Usage rates identified in the University of Hawaii. These three locations of
Imart Hilo, Walmart Kona and the Kona Coast Shopping Center showed that infants had a higher rate of usage at 91.66%
n toddlers at 28.27%. This data is extremely concerning considering the first fatality of IFFY 2022 involved a 9 -year-old
ld who was killed on Mauna Kea access road.

.In order for the HCPD to obtain the desired goal of decreasing the 2019 number of unrestrained fatalities of vehicle
ccupants from (13) to (12) or less by September 30, 2023 HPD will:
.Conduct 150 Grant Funded Seatbelt operations for a 10% increase in order to reduce the number of people not wearing
ifety restraints properly while in a vehicle.
.Increase the number of overall reported properly fitted child restraints by 13% from 37% in 2021 to at least 50% in 2023.
'his will reduce the number of children injured or killed in vehicle crashes.
.Conduct (16) child safety seat grant operations to increase the number of reported properly fitted infant, toddler and child
,straints to save the lives of children in vehicles involved in crashes.
.Publicize and conduct (16) or more night time seatbelt operations during FFY2023. The publication, education and
i1forcement of these nighttime offenses will increase the number of vehicle occupants wearing safety restraints during night
6.TSS staff will participate in (4) community events and provide educational materials on the importance of proper safety
restraint usage in all occupants.
7.Host a child safety seat training to 10 officers from John Kaizuka. The newly trained officers will provide briefing
training to shifts and participate in child safety seat inspections. The focus of this training is to have officers in every district
who will provide briefing training to patrol officers on proper use and enforcement.
8.Purchase 10 Child Safety Seats and 9 High Back Booster seats to be distributed to persons in need during HCPD
operations. These will be made available for officers who become technicians to distribute as they are needed.
9.Purchase $ 1000.00 worth of trifold child safety seat pamphlets for distribution.

CPD will use grant funding to conduct 150 seatbelt enforcement operations. These activities will be conducted
1 an overtime basis. The operations will be staffed with up to one supervisor and three officers. Costs are
;timated based on an average overtime rate of $65.00 per hour for supervisors and $55.00 per hour for patrol
'ficers. Average hourly rates are used because exact overtime rates vary within the department depending on
nk and years of service. Which personnel will be staffing the operation is undetermined at the outset of the grant
;riod. Hourly rates do not include fringe benefits. Ten (10) of the operations will be focused specifically on
iild restraint enforcement and education, and eight (8) of them will be focused specifically on night time seatbelt
iforcement. TSS staff will participate in two community events during evening and weekend hours to promote
e use of seatbelts and child safety seats. These activities will be conducted on an overtime basis. Costs are

THIS AGREEMENT made and entered into by and between the STATE OF HAWAII by and through
its Director of Transportation, hereinafter referred to as "State," and the Governmental Unit named in
this application, hereinafter referred to as "Applicant."
WHEREAS, the National Highway Safety Act of 1966 (Public Law 89-564) provides Federal funds to
the STATE for approved highway safety projects, and
WHEREAS, STATE may make said funds available to various state, county or municipal agencies or
governments or political subdivisions upon application and approval by STATE and the UNITED
STATES DEPARTMENT OF TRANSPORTATION, and
WHEREAS, STATE is obligated to reimburse the UNITED STATES DEPARTMENT OF
TRANSPORTATION out of its funds for any ineligible or unauthorized expenditures for which
Federal funds have been claimed and payment received, and
WHEREAS the above name APPLICANT has submitted an application for Federal funds for
highway safety projects.
NOW, THEREFORE, IN CONSIDERATION OF MUTUAL PROMISES AND OTHER GOOD AND
VALUABLE CONSIDERATION, THE PARTIES AGREE AS FOLLOWS:
GENERAL REQUIREMENTS
The APPLICANT will comply with applicable statutes and regulations, including but not limited to:
-23 U.S.C. Chapter 4 — Highway Safety Act of 1966, as amended
-Sbc. 1906, Pub. L. 109-59, as amended by Sec. 4011, Pub. L. 114-94
-23 CFR part 1300 — Uniform Procedures for State Highway Safety Grant Programs
-ZICFR part 200 — Uniform Administrative Requirements, Cost Principles, and Audit Requirements
for Federal Awards
-21CFR part 1201 — Department of Transportation, Uniform Administrative Requirements, Cost
Principles, and Audit Requirements for Federal Awards
APPLICANT will comply with all Federal statutes and implementing regulations relating to
liscrimination ("Federal Nondiscrimination Authorities"). These include but are not limited to:
]itle VI of the Civil Rights Act of 1964 (42 U.S.C. 20004 et seq., 78 stat. 252), (prohibits
scrimination on the basis of race, color, national origin) and 49 CFR part 21;

liscrimination on the basis of disability) and 49 CFR part 27;

Section 504 of the Rehabilitation Act of 1973, by expanding the definition of the terms "programs or
activities" to include all of the programs or activities of the Federal aid recipients, subrecipients and
contractors, whether such programs or activities are Federally -funded or not);
•Titles II and III of the Americans with Disabilities Act (42 U.S.C. 12131-12189) (prohibits
discrimination on the basis of disability in the operation of public entities, public and private
transportation systems, places of public accommodation, and certain testing) and 49 CFR parts 37 and
-Executive Order 12898, Federal Actions to Address Environmental Justice in Minority
Populations and Low -Income Populations (prevents discrimination against minority populations by
discouraging programs, policies, and activities with disproportionately high and adverse human health
or environmental effects on minority and low-income populations); and
-Executive Order 13166, Improving Access to Services for Persons with Limited English
Proficiency (guards against Title VI national origin discrimination/discrimination because of limited
English proficiency (LEP) by ensuring that funding recipients take reasonable steps to ensure that LE
persons have meaningful access to programs (70 FR 74087-74100).

Will take all measures necessary to ensure that no person in the United States shall, on the grounds c
ace, color, national origin, disability, sex, age, limited English proficiency, or membership in any
ether class protected by Federal Nondiscrimination Authorities, be excluded from participation in, be
lenied the benefits of, or be otherwise subjected to discrimination under any of its programs or

contractors, subcontractors, and consultants receiving Federal financial assistance under this program

Agrees to comply (and require its subrecipients, contractors, subcontractors, and consultants to
:omply) with all applicable provisions of law or regulation governing US DOT's or NHTSA's access
o records, accounts, documents, information, facilities, and staff, and to cooperate and comply with
.ny program or compliance reviews, and/or complaint investigations conducted by US DOT or
JHTSA under any Federal Nondiscrimination Authority;
-Acknowledges that the United States has a right to seek judicial enforcement with regard to any
matter arising under these Non -Discrimination Authorities and this Assurance;
Agrees to insert in all contracts and funding agreements with other State or private entities the

That, in event a contractor/funding recipient fails to comply with any nondiscrimination
-ovisions in this contract/funding agreement, the State highway safety agency will have the right to
ipose such contract/agreement sanctions as it or NHTSA determine are appropriate, including but
A limited to withholding payments to the contractor/funding recipient under the contract/agreement

ontract or funding agreement, in whole or in part; and

IPOLITICAL ACTIVITY (HATCH ACT)
The APPLICANT will comply with provisions of the Hatch Act (5 U.S.C. 1501-1508), which limits
the political activities of employees whose principal employment activities are funded in whole or in
part with Federal funds.
ICERTIFICATION REGARDING FEDERAL LOBBYING
Certification for Contracts, Grants, Loans, and Cooperative Agreements. The undersigned certifies, to
the best of his or her knowledge and belief, that:
1. No Federal appropriated funds have been paid or will be paid, by or on behalf of the undersigned,
to any person for influencing or attempting to influence an officer or employee of any agency, a
Member of Congress, an officer or employee of Congress, or an employee of a Member of Congress
in connection with the awarding of any Federal contract, the making of any Federal grant, the making
of any Federal loan, the entering into of any cooperative agreement, and the extension, continuation,
renewal, amendment, or modification of any Federal contract, grant, loan, or cooperative agreement;
2. If any funds other than Federal appropriated funds have been paid or will be paid to any person
for influencing or attempting to influence an officer or employee of any agency, a Member of
Congress, an officer or employee of Congress, or an employee of a Member of Congress in connection
with this Federal contract, grant, loan, or cooperative agreement, the undersigned shall complete and
submit Standard Form -LLL, "Disclosure Form to Report Lobbying," in accordance with its
instructions;
3. The undersigned shall require that the language of this certification be included in the award
documents for all sub -award at all tiers (including subcontracts, subgrants, and contracts under grant,
loans, and cooperative agreements) and that all subrecipients shall certify and disclose accordingly.
This certification is a material representation of fact upon which reliance was placed when this
transaction was made or entered into. Submission of this certification is a prerequisite for making or
entering into this transaction imposed by section 1352, title 31, U.S. Code. Any person who fails to
file the required certification shall be subject to a civil penalty of not less than $10,000 and not more
Ithan $100,000 for each such failure.
IRESTRICTION ON STATE LOBBYING
None of the funds under this program will be used for any activity specifically designed to urge or
influence a State or local legislator to favor or oppose the adoption of any specific legislative proposal
pending before any State or local legislative body. Such activities include both direct and indirect
(e.g., "grassroots") lobbying activities, with one exception. This does not preclude a State official
whose salary is supported with NHTSA funds from engaging in direct communications with State or
local legislative officials, in accordance with customary State practice, even if such communications
urge legislative officials to favor or oppose the adoption of a specific pending legislative proposal.

CERTIFICATION REGARDING DEBARMENT AND SUSPENSION
Instructions for Lower Tier Participant Certification
1. By signing and submitting this proposal, the prospective lower tier participant is providing the
certification set out below and agrees to comply with the requirements of 2 CFR parts 180 and 1200.
2. The certification in this clause is a material representation of fact upon which reliance was placed
when this transaction was entered into. If it is later determined that the prospective lower tier
participant knowingly rendered an erroneous certification, in addition to other remedies available to
the Federal government, the department or agency with which this transaction originated may pursue
available remedies, including suspension or debarment.
3. The prospective lower tier participant shall provide immediate written notice to the person to
which this proposal is submitted if at any time the prospective lower tier participant learns that its
certification was erroneous when submitted or has become erroneous by reason of changed
circumstances.
4. The terms covered transaction, civil judgment, debarment, suspension, ineligible, participant,
person, principal, and voluntarily excluded, as used in this clause, are defined in 2 CFR parts 180
and 1200. You may contact the person to whom this proposal is submitted for assistance in obtaining
a copy of those regulations.
5. The prospective lower tier participant agrees by submitting this proposal that, should the
proposed covered transaction be entered into, it shall not knowingly enter into any lower tier covered
transaction with a person who is proposed for debarment under 48 CFR Part 9, subpart 9.4, debarred,
suspended, declared ineligible, or voluntarily excluded from participation in this covered transaction,
unless authorized by the department or agency with which this transaction originated.
6. The prospective lower tier participant further agrees by submitting this proposal that it will
include the clause titled "Instructions for Lower Tier Participant Certification" including the
"Certification Regarding Debarment, Suspension, Ineligibility and Voluntary Exclusion Lower
Tier Covered Transaction," without modification, in all lower tier covered transactions and in all
solicitations for lower tier covered transactions and will require lower tier participants to comply with
2 CFR parts 180 and 1200.
7. A participant in a covered transaction may rely upon a certification of a prospective participant in
a lower tier covered transaction that it is not proposed for debarment under 48 CFR Part 9, subpart
9.4, debarred, suspended, ineligible, or voluntarily excluded from the covered transaction, unless it
knows that the certification is erroneous. A participant is responsible for ensuring that its principals
are not suspended, debarred, or otherwise ineligible to participate in covered transactions. To verify
the eligibility of its principals, as well as the eligibility of any prospective lower tier participants, each
participant may, but is not required to, check the System for Award Management Exclusions website

8. Nothing contained in the foregoing shall be construed to require establishment of a system of
records in order to render in good faith the certification required by this clause. The knowledge and
information of a participant is not required to exceed that which is normally possessed by a prudent
person in the ordinary course of business dealings.
9. Except for transactions authorized under paragraph 5 of these instructions, if a participant in a
covered transaction knowingly enters into a lower tier covered transaction with a person who is
proposed for debarment under 48 CFR Part 9, subpart 9.4, suspended, debarred, ineligible, or
voluntarily excluded from participation in this transaction, in addition to other remedies available to

Certification Regarding Debarment, Suspension, Ineligibility and Voluntary Exclusion — Lower
Tier Covered Transactions:
1. The prospective lower tier participant certifies, by submission of this proposal, that neither it nor
its principals is presently debarred, suspended, proposed for debarment, declared ineligible, or
voluntarily excluded from participating in covered transactions by any Federal department or agency.
2. Where the prospective lower tier participant is unable to certify to any of the statements in this

BUY AMERICA ACT
The APPLICANT will comply with the Buy America requirement (23 U.S.C. 313) when purchasing
items using Federal funds. Buy America requires a State, or Applicant, to purchase with Federal funds
only steel, iron and manufactured products produced in the United States, unless the Secretary of
Transportation determines that such domestically produced items would be inconsistent with the
public interest, that such materials are not reasonably available and of a satisfactory quality, or that
inclusion of domestic materials will increase the cost of the overall project contract by more than 25
percent. In order to use Federal funds to purchase foreign produced items, the State must submit a
waiver request that provides an adequate basis and justification for approval by the Secretary of
Transportation.
PROHIBITION ON USING GRANT FUNDS TO CHECK FOR HELMET USAGE
The APPLICANT will not use 23 U.S.C. Chapter 4 grant funds for programs to check helmet usage or
to create checkpoints that specifically target motorcyclists.

ms.microso ificant increases in the use of safety belts, full potential will not be reached. The rate of increase in belt use has

change risk-taking attitudes and behaviors. Safety belts, when used correctly, reduce the risk of fatal injury to front -seat
passenger car occupants by 45 percent and the risk of moderate -to -critical injury by 50 percent. For light truck occupants,
safety belts reduce the risk of fatal injury by 60 percent and moderate -to -critical injury by 65 percent.
(Ex #1) NHTSA shows from 2015 to 2019, Hawai'i County reported (118) fatalities island wide. Of the (118) fatalities,
(41) occupants or (34.74%) were not restrained during the traffic collision. The overall increase of number of citizens killed
during fatal crashes from 2015 of (7) to 2019 of (9) was an 28.57% increase. This is not representative of (Ex #2) the
reported 90.7% seatbelt usage rate documented by NHTSA that was collected in studies conducted by NOPUS. However (Ex
#3a) shows the number of unrestrained fatal crashes increased from 2015 of (7) to 2019 of (9) which is a 28.57% increase.
The U.S. Census Bureau showed a population increase for Hawaii County from 2010 of (185,076) to 2018 of (200,983) or ar.
8% increase in resident population over the 8 year period.
(Ex #4) NHTSA shows the percentage of fatalities for each year that were unrestrained. The number of fatalities per year
increased the percentage of those who died and were unrestrained decreased. In 2015 (35%) of the fatalities were not wearing
a seatbelt. There was an increase in 2019 to (52.94%) but the overall downward trend was a (.25%) from 2015 to 2019.
If all of the unrestrained occupants were in a motor vehicle and were wearing their seat belts then 17.55 (based on 45%
effectiveness of seat belts in fatal crashes) of them would be alive today. The survival rate would be higher if the
unrestrained occupants were in a light truck based on 60% effectiveness of seat belts in fatal crashes.
(Ex #5) shows that from 2015-2021 HPD Officers wrote 5,198 seat belt and 305 child restraint violations with grant funds.
During the same time frame officers wrote 22,129 seatbelt violations and 1,791 child restraint violations with county funds.
These numbers peaked in 2017 and were lowered in 2018-2020. The lower numbers are more likely due to the lack of man
power directly resulting from a volcanic eruption in 2018 and demonstrations on Mauna Kea in 2019 and COVIDI9
outbreak. Officers were not as readily available to work special projects or to work traffic details while on duty for periods
of time. (Ex #6) The Winter 2020 Hawaii Seat Belt Use Survey shows the rates of seatbelt usage had dropped for toddlers
from 2012-2017 at only 47.30% but has recovered and in 2020 risen to 89.92%. (Ex #7) shows restraint use during
serious injury crashes for 2019-2021 and (Ex #8) shows the number of persons ejected from vehicle over the same time
frame. Of note was that the 2019 high levels of restraint use showed a low number of persons ejected from vehicles. It
known that a higher percantage of people that are ejected from vehicles die as a result of crashes than those who are not
ejected. (Ex #9) is a pin map of the fatal crashes in Hawaii County from 2015 to 2019.

HCPD will decrease unrestrained passenger occupant fatalities by 7% from (13) to (12) or less in FFY 2023. HCPD will

Host a child safety seat training to 10 officers from John Kaizuka. The newly trained officers will provide briefing traini
shifts and participate in child safety seat inspections. The focus of this training is to have officers in every district who
,ill provide briefing training to patrol officers on proper use and enforcement.
.Purchase 10 Child Safety Seats and 10 High Back Booster seats to be distributed to persons in need during HCPD

GRANT METHOD OF EVALUATION

Using data gathered throughout the grant period, the grant manager will evaluate (1) how well the stated grant goals and
objectives were accomplished, and (2) was the grant cost effective? How are you going to show effectiveness of your
project? What will be the impact of the project on your identifiedproblem and goal(s)? Provide details on the method of
evaluation. For on-going projects that have been funded for more than one year, also provide data to show what the project
has accomplished over the course of the years.
PD will maintain and track the records of all projects and the contacts and citations issued during those contacts. Monthly
ffic Trend Data Reports will be issued to District Commanders identifying the target focus, locations, times of day and
of week for grant projects conducted. HCPD will produce one PSA addressing Child Safety Seat Use. TSS will request
child safety seat projects are conducted and publicized for maximum community impact. TSS will provide educational

HCPD will use grant funding to conduct 150 seatbelt enforcement operations. These activities will be conducted
on an overtime basis. The operations will be staffed with up to one supervisor and three officers. Costs are
estimated based on an average overtime rate of $65.00 per hour for supervisors and $55.00 per hour for patrol
officers. Average hourly rates are used because exact overtime rates vary within the department depending on
rank and years of service. Which personnel will be staffing the operation is undetermined at the outset of the grant
period. Hourly rates do not include fringe benefits. Ten (10) of the operations will be focused specifically on
child restraint enforcement and education, and eight (8) of them will be focused specifically on night time seatbelt
enforcement. TSS staff will participate in two community events during evening and weekend hours to promote
the use of seatbelts and child safety seats. These activities will be conducted on an overtime basis. Costs are
estimated based on an average overtime rate of $50.00 per hour.
