County Reports: i. County of Hawaii Treasurer Alternate CM Kagiwada: Passed the final budget, over a third of CIP budget to upgrade the wastewater plant. Operating budget: new animal control agency funded, and new office of sustainability and climate resiliency. Highlights of continued founding, $11M for homelessness, $9M for housing production. ii. County of Kauai President Carvalho: Mayor signed the budget. Approved bill 2898 relating to sale and use of pepper spray. Heavy discussion on real property taxes, and all the different classifications. Having a full day workshop to go into each area of real property tax. iii. County of Maui VP Tamara Paltin: Passed the budget, put $28M on emergency fund,overfunded the post employment obligations, first installment to managed retreat fund of $12M, affordable housing got approx $40M. Trying to move projects from bond to cash. Conservative on the TAT numbers at $60M. Legislation, passed a bill regulating air guns and replica guns. Might want to look at the state level to prevent felons from buying replica guns. East Maui water authority just selected the majority of 7 members, waiting on Hawaiian Homes meeting to get their recommendation. Only Maui county has not enacted the TAT surcharge, having a public listening meeting followed by a committee meeting. To implement a tax surcharge. iv. City and County of Honolulu Secretary Tommy Waters: Passed budget, gave back a one tax credit of $350 to each taxpayer Huge increase in property values, so tried to give back. looking at increasing low income tax credit. going to raise to $80,000 increasing homeowners exemption. Created a historic preservation commission similar to SHIP on county level. Each county had it except HNL. Opening of the rail, Skyline, took 22 minutes from Aloha Stadium out to Kapolei and back. NACo Report Secretary Tommy Waters: Meeting coming up in Austin, Texas for NACo, encourage attendance. CM Sue Lee Loy: CM Kierkiweiccz is winning a reward at NACo. d. WIR Report CM Sue Lee Loy: Elected the new representative to the NACo board, coming up with the mission for the next year Request from the board is that they are sending out emails to all council members across all 50, they are tracking all the meetings. Asking the question how many people are seeing the emails and how many are engaging. They have also moved a lot of the meetings to later in the day so more can attend. Asking for more participation. NACo and WIR reports adopted. e. Executive Director Report Executive Director Report June 26, 2023 Last report was given on May 9, 2023. The following is a summary of the work being conducted by the Executive Director Reformatted my report to reflect the services you have contracted me to perform. V. Executive Committee Officers Support: Secretary Supporta a. Drafted the minutes from the prior HSAC EC meeting. b. Drafted agenda for the upcoming HSAC EC meeting as well as the HSAC General membership meeting. c. Sent out reminders about the next HSAC EC meeting. d. Distributed the updated Bylaws to the HSAC EC. e. Maintenance of HSAC website information: i. Updated the HSAC website to reflect the correct contact info for county members. ii. Updated the HSAC website to create a conference web page with access to the registration package and hotel resort info and map. Treasurer Support: f. Reviewed the Treasurer's report. Processed reimbursements and invoices and uploaded documentation to the HSACgoogle drive as well as sent out copies of the documentation to the HSAC President. i. Eight CPAs originally contacted and none of them were currently offering auditing services, the following is the result of their recommended referrals to other accountants who may be able to conduct an audit: • Maria Fahnestock, Carbonara CPAs: Evaluating their availability and will get back to us. • Brian Van Camp: 12/31/2023 delivery deadline, audit fee: $14,250. • Terri Fujii at CW Associates: no capacity at this time. • Dustin Verity at Verity and Associates: request for quote submitted, pending a response. • Updated procedures for invoice and reimbursement processing. VI. Fundraising Plan a. ED met with consultants from NACo membership and programs. b. HSAC signed the " L ive .Hea1'thy ..)ro ram. "This is the NACo drug prescription program that generates revenue for HSAC. Next steps include building out communications to increase awareness about the program. c. Pricing information from E&M Consulting for an HSAC brochure: HSAC would receive 15% of the advertising revenue after $5000 has been raised. HSAC would need to specify who would be appropriate to reach out to request sponsorship and support from. Timeline for completion is approx. 5 months with E&M consulting, this would be just in time for the HSAC conference. d. Inquiring with other associations on potential grant funding opportunities. VII. NACo Update: IZe 7islranon is open for the 2023 NACo Annual Conference in Travis County, Texas. July 21-24, 2023. VIII. Legislative Update: 11B118 has gone to the Governor for signature as of 4/28/2023. Awaiting signature or notice of intent to veto, deadline for Governor to take action is July 11, 2023. If the Governor signs the bill by July 11, 2023 (the 45th day after adjournment sine die), the bill becomes law and is given an Act number b. If the Governor neither signs nor vetoes the bill by July 11, 2023 (the 45th day after adjournment sine die), the bill becomes law without the Governor's signature and is given an Act number c. If the Governor intends to veto the bill, the Governor must inform the Legislature by June 26, 2023 (the 35th day after adjournment sine die) and deliver the veto by July 11, 2023 (the 45th day after adjournment sine die). If the bill is vetoed, it will not become law unless the Legislature successfully overrides the veto in special session by a 213 vote in each chamber * The Legislature must convene in special session at or before noon on July 11, 2023 to override the Governor's veto. IX. Conference Update: ED has started a conference guidebook containing a timeline of events and key elements that need to be planned out. a. Legislative Report ii. Legislative timeline iii. Companion to SB1568 passed, 1-1131363. Lobbyist Jon Okudara: Today is the 35th day since the legislature adjourned, today is the deadline for notice of intent to veto. HB1128 has not been signed yet, do not expect a veto message. The county surcharge bills, using the county surcharge for roads open to the public. Maybe we should recommend in another bill that we should use the surcharge for anything. could discuss this with legislators. 1363 that passed allows the surcharge used for housing. VP Paltin: Can we ask for the TAT surcharge to be used for things not funded by the general fund. CMLee Loy: GE has a sunshine date, could we focus on extending the date and using it for other things. also met with the State DOT and Federal DOT. They have a lot of grants coming up for funding that was left on the table. Recommend talking to Director ed Sniffen about opportunities. X. UNFINISHED BUSINESS XI. NEW BUSINESS a.
