COMMUNI- The Chair directed the Committee to proceed to the next order of business, CATIONS: Communications. Comm. 13.16: REPORT OF CHANGE ORDERS AUTHORIZED: JULY 1 — 15, 2023 From Finance Director Deanna Sako, dated July 18, 2023, transmitting the above report pursuant to Section 2-12.3 of the Hawaii County Code. Motion to Close File: Ms. Lee Loy moved to close file on Comm. 13.16. Seconded by Ms. Galimba. CHR KANEALI`I-KLEINFELDER: Council Members, any discussion? Is there anyone participating from the Hilo Chambers? I understand that they are closed. MR. HENRICKS: The Hilo Chambers does not exist for all intents and purposes. So, if there is anybody here to help, they'll be in this room or it'll be on Zoom. FC-17 August 15,2023 CHR KANEALI`I-KLEINFELDER: I see the lady I was looking for. I was just checking if you were there, Ms. Sako. Thank you for being present. (Note: At this time, Finance Director Deanna Sako came forward to address the members of the Committee.) MS. SAKO: Yeah, I'm here. CHR KANEALI`I-KLEINFELDER: I was wondering how we're going to see you today. Okay, we have no discussion on Communication 13.16? Ms. Evans, go ahead. MS. EVANS: I'm sorry. Just a quick question. I noticed there was a big change in the Paratransit Services. Do we know why it increased so much? MS. SAKO: I'm just double checking. So, on the Paratransit one, this particular change order was actually just to modify Exhibit A to reflect the wage increase, because we have to stay consistent with our collective bargaining units. But this change order was actually zero, but over the years, it's because we do a bid with option years. So, then each year we make a decision to extend the contract. So, that's why the percentage of the original contract is so great, because that's about three years' worth of option years that we've added on. MS. EVANS: Okay, that's very interesting. Okay, you had another contract that went up like a huge amount, and that was the Household Hazardous Waste collection. So, does that mean we're getting more and more people bringing stuff in, because that was quite a bit of an increase? MS. SAKO: Yes. But this is also an additional one-year option from August 1st of 2023, to July 31st of 2024. So, when we bid it out, however, many years ago probably about three or four years ago, we did ask for option years. It's usually no more than five years total. So, we should be coming to the end of this one after this year. MS. EVANS: So, normal business is putting in options in your contracts. Is that what I hear? MS. SAKO: So, the vendors are more likely to bid and keep the prices down if they know they'd have the potential for the contract for multiple years. MS. EVANS: Okay, alright. Thank you, Chair. Comm. 184.1: SUPPLEMENTAL SUMMARY OF BONDED INDEBTEDNESS AS OF JUNE 30, 2023 From Finance Director Deanna Sako, dated July 17, 2023, transmitting the above report pursuant to Chapter 47C-3 of the Hawai`i Revised Statutes, per the issuance of$99,000,000 General Obligation Bonds, Series 2023. Motion to Close File: Ms. Lee Loy moved to close file on Comm. 184.1. Seconded by Ms. Galimba. CHR KANEALI`I-KLEINFELDER: Council Members, discussion on the measure? Okay, hearing none, Ms. Sako anything you want to add for this measure? MS. SAKO: We are submitting it because we did issue bonds. This also serves as our year end June 30 report as well. Res. 219-23: AUTHORIZES THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT OF HEALTH, PURSUANT TO HAWAII REVISED STATUTES 46-7, FOR A GRANT TO THE HAWAII COUNTY DEPARTMENT OF RESEARCH AND DEVELOPMENT Allows for the receipt of$49,942, which would be used to identify partnerships, project funding, and other available resources to establish and implement a Food Access Plan. Reference: Comm. 390 Intr. by: Mr. Kaneali`i-Kleinfelder(B/R) Motion to Approve: Ms. Lee Loy moved to recommend adoption of Res. 219-23. Seconded by Ms. Galimba. CHR KANEALII-KLEINFELDER: Any discussion? Council Member Kierkiewicz, go ahead. MS. KIERKIEWICZ: Thank you, Chair. Director Sako, could you provide a few more details around this Access Plan? My understanding was that our County had one, or am I confusing that with our Emergency Food Access Plan? MS. SAKO: I see Sarah Freeman on Zoom as well, who is with R&D (Research and Development) and our Food Coordinator. So, she can probably answer that question. MS. KIERKIEWICZ: Beautiful. Sarah, thank you so much for joining us. I hoped you were on. (Note: At this time, Research and Development Food Systems Specialist Sarah Freeman came forward to address the members of the Committee.) MS. FREEMAN: Sorry, I have some audio issues on my computer, so I'm on my phone. So, sorry for the video being off. So, we have an Emergency Food Plan for the County. We have a Food Access Plan in process, and we're also in process of doing a Food Access Needs Assessment countywide, which will help and form the Food Access Plan. This opportunity from the Department of Health not only provides funds to our County, but it's also for all four counties. We'll probably use a professional services contract to support the other counties. So, the Department of Health requested that we'd take on this contract and support the other counties instead of doing four different contracts with each county. Page 4 FC-17 August 15,2023 MS. KIERKIEWICZ: I see, okay. And could you just enlighten me, sorry, what does Food Access mean? I mean I think I know, but I would just like to hear from the food expert. MS. FREEMAN: Sure. So, I have a definition here. So, "access to sources of healthy food is measured by distance to a store or by the number of stores in the area. Individual level resources that may affect accessibility such as family income or vehicle availability and neighborhood level indicators resources such as the average income of the neighborhood and availability of public transportation." MS. KIERKIEWICZ: Okay, that's incredibly helpful. So, taking a stock of different groceries, farmers markets, the proximity, these resources are to different communities, and then, I'm assuming that the plan will identify strategies if there are gaps or areas that are considered food deserts. MS. FREEMAN: Correct, and I think the other term too, is healthy food priority areas. I'm just saying with families for those that experience food insecurity, what are the proposals within their area to create healthy food access in their areas, and to see if we can identify what those targeted investments are. This contract would support identifying resources to bring into communities to increase healthy food access. MS. KIERKIEWICZ: Awesome. By resources, we mean funding, financing, and even some technical support to set up businesses potentially. MS. FREEMAN: Correct, and I think also resources, in the sense, of just increasing collaboration and utilizing existing resources or better utilization or increased utilization, existing resources are already in place as well. MS. KIERKIEWICZ: Thank you so much. I'm so glad that it's you that is leading this effort for our County and for counties statewide. Appreciate it. Chair, I yield. MS. FREEMAN: Thank you. Bill 62: AMENDS ORDINANCE NO. 23-50, AS AMENDED, THE OPERATING BUDGETFOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2024 Appropriates revenues in the State Grants —Food Access Plan Resource Coordination Grant account($49,942); and appropriates the same to the Food Access Plan Resource Coordination Grant account, which would be used to identify partnerships,project funding, and other available resources to establish and implement a Food Access Plan. Reference: Comm. 390 Intr. by: Mr. Kaneali`i-Kleinfelder(B/R) Vote on Bill 62: Ms. Lee Loy moved to recommend passage of Bill 62 on (Approved) first reading.
