Your Committee on Legislative Approvals and Acquisitions, to which was referred Resolution
No. 237-23, reports as follows:
Resolution No. 237-23, transmitted by Finance Director Deanna S. Sako, via Communication
No. 419, dated August 16, 2023, authorizes the Director of Finance to negotiate a multi-year lease
of real property, a portion of the Lily Yoshimatsu Senior Center, situated at Waimea, District of
South Kohala, County and State of Hawaii, identified as Tax Map Key: 6-7-002:025, to the
Waimea Arts Council.
This resolution allows for the Waimea Arts Council to lease a portion of the premises to be used for
art education, art shows, art sales, fundraisers, and administrative purposes.
Business Manager Reid Sewake from the Department Parks and Recreation was available in
chambers and explained that the previous multi-year lease had expired, and they are currently
leasing this space on a month-to-month basis. Mr. Sewake also mentioned they are thinking about
decreasing the monthly payment.
Pursuant to Section 10-11 of the Hawaii County Charter, any contract, lease or other obligation
requiring the payment of funds from the appropriations of a later fiscal year or of more than one
fiscal year shall be made or approved by resolution.
Your Committee on Legislative Approvals and Acquisitions is in accord with the purpose and intent
of Resolution No. 237-23, and recommends its adoption.
