RESOLUTION NO. 251 23
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO SUSTAINABLE
ENERGY HAWAI`I FOR THE BIG ISLAND ELECTRIC VEHICLE ASSOCIATION'S
HE ALA PONO ELECTRIC VEHICLE AND SUSTAINABILITY FAIR.
WHEREAS, Sustainable Energy Hawai`i is a 501(c)(3) nonprofit organization whose
mission is to enable an economic, social, and environmental revival in Hawai`i through a
transition to sustainable, 100% locally sourced, renewable energy; and
WHEREAS, Sustainable Energy Hawai`i is working in partnership with the Big Island
Electric Vehicle Association (BIEVA) to coordinate the He Ala Pono Electric Vehicle and
Sustainability Fair, which is a one-day celebration in recognition of National Drive Electric
Week; and
WHEREAS,the He Ala Pono Electric Vehicle and Sustainability Fair will be held at the
Prince Kuhio Plaza on September 23, 2023, and will include a variety of participating
organizations focused on sustainability, while providing information on the benefits of electric
vehicles and how residents can participate in personal and community actions to support the
expansion of public charging infrastructure; and
WHEREAS, Sustainable Energy Hawai`i is requesting funds to cover expenses
including, but not limited to, radio coverage and marketing related to BIEVA's He Ala Pono
Electric Vehicle and Sustainability Fair; and
WHEREAS, the Department of Research and Development supports community centered
events and programs that are based in sustainability; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event, activity,
service, equipment, materials, or supplies for which the grant shall be used; now,therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that
Contingency Relief funds from Council District 2 will be appropriated to the Department of
Research and Development to provide a grant to Sustainable Energy Hawai`i for BIEVA's He
Ala Pono Electric Vehicle and Sustainability Fair.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
