Re: Operating Budget
The County of Hawai`i has been awarded $175,000 in federally derived funds from the
State of Hawai`i,Department Business, Economic Development& Tourism. The purpose
of this grant is to have the County of Hawai`i administer services to qualified households
on Hawai`i Island to receive financial assistance for internet subscription fees.
Enclosed is a resolution to enter into an agreement to accept these funds. Also enclosed
is a bill for an ordinance amending the Operating Budget by appropriating this $175,000.

A. REQUEST:
Aprproval to enter into a multi-year, intergovernment agenciy agreement. The Memorandum of Agreement
would be between the State of Hawaii - Department of Business Economic Development and Tourism
(DBEDT)- Hawai'i Broadband Digital Equity Office (HBDEO) and the County of Hawai'i. The purpose of the
agreement is to have the County administer the delivery of certain activities that will result in qualified
households on Hawai'i island receiving financial assistance for internet subcription fees. The expenses
incurred by the County will be reimburse by HBDEO. The Federal fund source is the National
Telecommunications and Information Administration -Affordable Connectitivty Program (ACP) Oureach
program.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The purpose of this agreement is to provide funds to the County of Hawaii-Department of Research and
Development for the ACP Grant Outreach Program - Hawaii as approved by the FCC in the Notice of Award
and Grant Application. DBEDT- HBDEO is the Recipient and Pass-through Entity of the federal grant award
under the Affordable Connectivity Outreach Grant Program (ACOGP) and makes a subaward of Federal
award funds to the County of Hawaii-Research and Development pursuant to this Agreement. The County
of Hawaii - Research and Development is accountable to HBDEO for use of Federal award funds provided
under this Agreement.
