A RESOLUTION TO AWARD A PUBLIC ACCESS, OPEN SPACE, AND NATURAL RESOURCES PRESERVATION MAINTENANCE FUND STEWARDSHIP GRANT TO
MALAMA O PUNA.
WHEREAS, Section 10-15 of the Hawai‘i County Charter provides for a Public Access, Open Space, and Natural Resources Preservation Fund to acquire lands and easements in the County of
Hawai‘i for public outdoor recreation, education, and preservation of coastal areas; and
WHEREAS, Section 10-16 of the Hawai‘i County Charter provides for a Public Access, Open Space, and Natural Resources Preservation Maintenance Fund (hereinafter “Maintenance Fund”) to
preserve these lands, promote public safety, and maintain healthy land stewardship; and
WHEREAS, Section 10-16(h) of the Hawai‘i County Charter provides that the Maintenance Fund may be used for a stewardship grant program for properties purchased via the Public Access,
Open Space, and Natural Resources Preservation Fund, which allows 501(c)3 nonprofit organizations to apply for grant-in-aid funding for stewardship projects; and
WHEREAS, Malama O Puna is a 501(c)3 nonprofit organization dedicated to protecting Hawai‘i’s precious natural heritage through partnerships, education, training, consultation, advocacy,
and hands-on work in the ‘āina; and
WHEREAS, Malama O Puna has submitted a Maintenance Fund stewardship grant application to continue providing land stewardship and cultural education for the Waiʻele, Puna property, identified
as tax map keys (3) 1-4-003:003 and 037, and acquired via the Public Access, Open Space, and Natural Resources Preservation Fund after adoption of Resolution No. 170-21; and
WHEREAS, during its September 12, 2022, meeting, and pursuant to Section 2-217 of
the Hawai‘i County Code 1983 (2016 Edition, as amended), the Public Access, Open Space, and
Natural Resources Preservation Commission forwarded a positive recommendation for this project to the Director of Finance; and
WHEREAS, Communication No. 336, issued by the Director of Finance on June 13, 2023, submitted for the Council’s consideration six applicants for stewardship grants for the period of
July 1, 2023, through June 30, 2024, for various properties that have been acquired by the County using the Public Access, Open Space, and Natural Resources Preservation Fund; and
WHEREAS, in Communication No. 336, the Director of Finance’s recommendation is that Malama O Puna will be able to complete its project in accordance with the project description submitted,
and in strict adherence to the conditions governing the Maintenance Fund; and
WHEREAS, the Council finds that awarding a stewardship grant to Malama O Puna will allow it to preserve and protect the historical, natural, and cultural features within the coastal
area of Wai‘ele by means of: (1) archaeological studies, (2) cultural consultations, (3) botanical research, (4) resource management, (5) invasive species control, (6) marine debris
removal, (7) trail maintenance,
(8) volunteer coordination, (9) permit preparation, and (10) steering committee establishment; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that, pursuant to Section 10-16(h) of the Hawai‘i County Charter, a Maintenance Fund stewardship grant shall be awarded to Malama
O Puna in the amount of $53,200.
BE IT FURTHER RESOLVED that, pursuant to Section 10-16(g) of the Hawai‘i County Charter, funds from the stewardship grant awarded by this resolution shall be used for public safety maintenance
and preservation of the Waiʻele, Puna property, identified as tax map keys (3) 1-4-003:003 and 037.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Director of Finance.
