REPORT OF THE
COMMITTEE ON FINANCE
Re: Comm. No. 418/Res. No. 236-23
Your Committee on Finance, to which was referred Resolution No. 236-23, reports as follows:
Resolution No. 236-23, transmitted by Finance Director Deanna S. Sako, via Communication No. 418
dated August 16, 2023, authorizes the payment of funds of a later fiscal year and of more than one
fiscal year for multi-year employment contracts for the Planning Department.
This resolution authorizes the Mayor to enter into four-year contracts for seven positions to deliver
recovery efforts from the 2018 Kilauea Eruption, to be funded with disaster recovery sources.
Committee Chair Matt Kaneali`i-Kleinfelder asked Planning Director Zendo Kern to give a brief
overview.
Committee Member Ashley L. Kierkiewicz commented in support of this measure.
Committee Member Cindy Evans asked for clarification on the Disaster Recover Communication
Specialist and the Disaster Recovery Engagement position, to which Mr. Kern provided specific
differences. Ms. Evans shared her concerns about the potential for another disaster. Mr. Kern suggested
speaking with her offline.
Mr. Kaneali`i-Kleinfelder expressed concerns about the length of this contract. The community is still
unclear about the recovery status and lack of progress. He stated that it is the Committee's job to be
critical at times and not just to rally and support.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 236-23, and
recommends its adoption.
