RESOLUTION NO. 269 23
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO VIBRANT HAWAI`I
TO ASSIST WITH THE BANYAN DRIVE BEAUTIFICATION PROJECT AT THE
FORMER UNCLE BILLY'S HILO BAY HOTEL.
WHEREAS, Vibrant Hawai`i is a 501(c)(3)nonprofit organization that brings
community-based organizations, government, foundations, and businesses together to build
awareness and implement strategies that are developed and resourced by the community; and
WHEREAS, Vibrant Hawai`i is working with community artists to increase awareness
of the culture and history of the Banyan Drive peninsula by installing an art project on the
property of the former Uncle Billy's Hilo Bay Hotel; and
WHEREAS, the beautification project is a drug-free and alcohol-free family-friendly
project that attracts both residents and visitors from around the island; and
WHEREAS, Vibrant Hawai`i is requesting funds for artist consultation, supplies, and
materials; and
WHEREAS, the Department of Liquor Control supports organizations that provide
compliance to liquor laws at drug-free and alcohol-free events; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that
Contingency Relief funds from Council District 2 will be appropriated to the Department of
Liquor Control to provide a grant to Vibrant Hawai`i to assist with expenses for the Banyan
Drive Beautification Project at the former Uncle Billy's Hilo Bay Hotel.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
