CALL TO ORDER: A public hearing to consider the proposed Operating and Capital Budgets
for fiscal year July 1, 2023, to June 30, 2024, was called to order at 5:00 p.m.
in the Council Chambers, Hilo, by Ms. Heather L. Kimball, Chair.

PURPOSE OF THE Pursuant to Section 10-4 of the Hawaii County Charter, this public hearing
HEARING: is held in order for the County Council to hear testimony from the public
prior to consideration of the Fiscal Year 2023-2024 Operating and Capital
Budgets for the County of Hawaii, proposed via Bill 30, Draft 2, and
Bill 31, Draft 2, respectively.
