STATE OF HAWAI`I <br /> ', •r• .............. <br /> . <br /> RESOLUTION NO. 272 23 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING THE SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO FRIENDS OF THE <br /> LIBRARY-WAIKOLOA REGION TO ASSIST WITH EXPENSES RELATED TO ITS <br /> BABY'S FIRST BOOK PROJECT. <br /> WHEREAS, reading aloud to young children is one of the most important actions to <br /> foster literacy skills, support healthy brain development, and encourage a lifelong love of reading <br /> and learning; and <br /> WHEREAS, since 2015, Friends of the Library-Waikoloa Region has given a book to <br /> thousands of newborn children at North Hawai`i Community Hospital for their parents to read to <br /> them in an effort to promote early childhood literacy; and <br /> WHEREAS, the Baby's First Book project,provided with the support and partnership of <br /> the Family Birthing Unit at North Hawai`i Community Hospital, has been received with great <br /> satisfaction and appreciation by both parents and nurses; and <br /> WHEREAS, Friends of the Library-Waikoloa Region is an affiliate 501(c)(3) nonprofit <br /> organization of Friends of the Library of Hawai`i, providing community literacy programs and <br /> advocating for the construction of a regional public library for the benefit of Waikoloa students, <br /> parents, and families; and <br /> WHEREAS, Friends of the Library-Waikoloa Region is requesting funding assistance to <br /> help cover the cost of purchasing 400 copies of Debra Frasier's board book, "On the Day You <br /> Were Born," for distribution to infants at the North Hawaii Community Hospital; and <br /> WHEREAS, the Department of Liquor Control supports this project as it is in keeping <br /> with the goals and objectives of the department to support public programs that promote <br /> educational activities in a drug- and alcohol-free environment; and <br /> WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, event, activity, <br /> service, equipment, materials, or supplies for which the grant shall be used; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that <br /> Contingency Relief funds from Council District 9 will be appropriated to the Department of <br /> Liquor Control to provide a grant to Friends of the Library-Waikoloa Region to assist with <br /> expenses related to its Baby's First Book project. <br />
