RESOLUTION NO. 272 23 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING THE SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO FRIENDS OF THE LIBRARY-WAIKOLOA REGION TO ASSIST WITH EXPENSES RELATED TO ITS BABY'S FIRST BOOK PROJECT. WHEREAS, reading aloud to young children is one of the most important actions to foster literacy skills, support healthy brain development, and encourage a lifelong love of reading and learning; and WHEREAS, since 2015, Friends of the Library-Waikoloa Region has given a book to thousands of newborn children at North Hawai`i Community Hospital for their parents to read to them in an effort to promote early childhood literacy; and WHEREAS, the Baby's First Book project,provided with the support and partnership of the Family Birthing Unit at North Hawai`i Community Hospital, has been received with great satisfaction and appreciation by both parents and nurses; and WHEREAS, Friends of the Library-Waikoloa Region is an affiliate 501(c)(3) nonprofit organization of Friends of the Library of Hawai`i, providing community literacy programs and advocating for the construction of a regional public library for the benefit of Waikoloa students, parents, and families; and WHEREAS, Friends of the Library-Waikoloa Region is requesting funding assistance to help cover the cost of purchasing 400 copies of Debra Frasier's board book, "On the Day You Were Born," for distribution to infants at the North Hawaii Community Hospital; and WHEREAS, the Department of Liquor Control supports this project as it is in keeping with the goals and objectives of the department to support public programs that promote educational activities in a drug- and alcohol-free environment; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that Contingency Relief funds from Council District 9 will be appropriated to the Department of Liquor Control to provide a grant to Friends of the Library-Waikoloa Region to assist with expenses related to its Baby's First Book project. BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby transfers/appropriates the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $2,000 OUT AND FROM: 010.101.5101.91 Clerk-Council SVC—Contingency Relief $2,000 CREDITED TO: 010.251.5251.39 Department of Liquor Control $2,000 Public Programs 115 Misc. Contract Services (Friends of the Library-Waikoloa Region—Baby's First Book Project) BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Director of Liquor Control and Director of Finance, and that the Director of Finance is hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
