Re: Operating Budget
The County of Hawai`i has been awarded$2,000,000 in federally derived funds from the
State of Hawai`i Department of Human Services. These funds will be used to support the
implementation and on-going operations of a new homeless shelter program.
Enclosed is a resolution to enter into an agreement to accept these funds. Also enclosed
is a bill for an ordinance amending the Operating Budget by appropriating this
$2,000,000.

A. REQUEST:
The Office of Housing and Community Development(OHCD) is requesting to amend Ordinance 23-50
by appropriating the following:
Revenue:
Federal -2023 Emergency Proclamation Homeless Programs 152.3310.XX $2,000,000.00
Expenditure:
2023 Emergency Proclamation Homeless Programs - Program 152.461.5466.XX $ 1,900,000.00
2023 Emergency Proclamation Homeless Programs-Admin 152.461.5466.XX $ 100,000.00
The appropriation request for$ 2,000,000.00 represents funding for the implementation of a homeless
shelter program in East Hawai'i.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The State of Hawaii, Department of Human Services is providing the County of Hawaii through the
Office of Housing and Community Development funding to provide funding to support the
implementation and on-going operational support of a new homeless shelter program.
This initiative is designed to provide a safe and dignified haven for individuals experiencing
homelessness in our community. The funding will be used to cover essential expenses such as staffing,
facility maintenance, meals, and support services that are crucial for the well-being and rehabilitation of
our most vulnerable community members. The program will not only help the County to meet the
immediate needs of those in crisis but also contribute to long-term solutions for those experiencing
homelessness.
