The University of Hawai i at Manoa, Cancer Research Center of Hawai i, Prevention and Control Program has provided funding to increase youth awareness of the negative ramifications of alcohol consumption by youth who gather in large groups in public areas in the community and decrease alcohol offenses by teens. Also enclosed is a resolution authorizing the Mayor to enter into an agreement with the University of Hawaii at Manoa. FISCAL YEAR 2000/2001 PROGRAM TITLE Incorporated Measures to Prevent Alcohol Consumption by Teens - I.M.P.A.C.T. PROBLEM STAEMENT We have experienced an increase of lazge gatherings of teens drinking at public pazks, private parties that spill over onto the public roads and other azeas. These gatherings range from 100 to as high as 200-400 teens. The gmups are to large for the patrol officers on duty to effectively enforce drinking and other laws, since there aze too many teens for the officers to deal with at one time. Patrol officers have been able to cite only a few parties for traffic offenses, while the remaining offenders leave the area This has created an atmosphere for traffic fatalities, traffic accidents, affrays and other health issues with teens drinking. STRATEGY GOALS The goal of this program is to prevent continued alcohol consumption by teens in our community. OBJECTIVES The objectives of this program is to incorporate State, County, and private agencies combined with community support, to increase youth awareness of the negative ramifications of alcohol consumption by youth who gather in large groups in public areas in the community and decrease alcohol offenses by teens. METHODS Two full time officers three weekends a month beginning Friday to Sunday between the hours of 1800-0200 Hrs will tazget youthful offenders congregating in public azeas and enforce: a. Drinking Alcohol in Public Place b. Prohibition Involving Minors Concept Paper for I.M.P.A.C.T. For Fiscal Year 2000/2001 Page 2 of 5 Pages c. Criminal Property Damage d. Criminal Littering e. Criminal Trespass f. Drug Offenses g. Status Offenses: 1. Curfew 2. Runaway 3. Person in Need of Supervision SCHOOL/COMMUNITY PRESENTATIONS: Conduct a presentation on the dangers of alcohol consumption and its undesirable outcomes. Presentations will be offered to schools and community groups such as PTSA and Neighborhood Watch groups. Our goal is to offer a presentation once a month to a school or community group. KONA FAMILY COURT PROBATION KONA TEEN COURT: Coordinate and schedule a minimum of 8 to 12 youthful offenders arrested by the I.M.P.A.C.T. crew for I.M.PA.C.T. training. FAMILY COURT SENTENCE: The Family Court as part of the sentence for youthful offenders in the above offenses will be required on the last Saturday of each month to complete an 8-hour I.M.P.A.C.T. training course. The course instructors will be the two full time Officers with the assistance of the Traffic Enforcement Unit and community volunteers. Concept Paper for I.M.P.A.C.T. Criminal littering (Section to be defined) b. Beer cans bottles and other litter left in the area. c. Drinking Alcohol in Public Place (Section to be defined) d. Prohibition Involving Minors (Section to be defined) e. Criminal Property Damage (Section to be defined) f. Public or private property that has been damaged including road signs that damaged by graffiti, bullet holes, or stolen from the location. g. Racing on Highway (Section to be defined) h. Tire mazks on public roadways that indicate illegal drag racing. SPECIAL SLIDENIDEO PRESENTATION (BY TRAFFIC ENFORCEMENT UNIT OFFICER DON HALLI: a. Highway Safety: Alcohol related accidents High-speed related accidents. b. Driving Under the Influence (Alcohol)/(Drugs) Traffic CitationsQmpact of Fines Etc. c. Video taped interview of youth from West Hawaii Community involved in accidents relating to deal with dispersing large congregations of youth. QUESTION/ANSWER SESSION• 1000-1200 Hrs: In clean up site where youth gather and where litter is left needing to be cleaned up. Trash dumped and recycled items delivered to appropriate recycle site. 1500-1600 Hrs: Post survey at the Kealakehe Police Station. - ESITMATED BUDGET MATERIAL LIST: a. Blaze orange T-shirt with "IMPACT" IN BLACK LETTERING - $145.00 (T-shirt used for Safety while collecting trash and for the to take home as a reminder of the program) b. Trash bags 30.00 c. Contact the distributors of the most collected liquor containers (indicating the most popular brands for youth) and encourage them to participate in the program.
