RESOLUTION NO.
A RESOLUTION TO AWARD A PUBLIC ACCESS, OPEN SPACE, AND NATURAL
RESOURCES PRESERVATION MAINTENANCE FUND STEWARDSHIP GRANT TO
KOHALA LIHIKAI.
WHEREAS, Section 10-15 of the Hawaii County Charter provides for a Public Access,
Open Space, and Natural Resources Preservation Fund to acquire lands and easements in the
County of Hawaii for public outdoor recreation, education, and preservation of coastal areas;
and
WHEREAS, Section 10-16 of the Hawaii County Charter establishes a Public Access,
Open Space, and Natural Resources Preservation Maintenance Fund (hereinafter "Maintenance
Fund") to preserve these lands, promote public safety, education, and maintain a healthy
stewardship; and
WHEREAS, Section 10-16(h) of the Hawaii County Charter provides that the
Maintenance Fund may be used for a stewardship grant program for properties purchased via the
Public Access, Open Space, and Natural Resources Preservation Fund, which allows 501(c)3
nonprofit organizations to apply for grant-in-aid funding for stewardship projects; and
WHEREAS, Kohala Lihikai is a 501(c)3 nonprofit organization whose mission is to
protect access and open space in its natural state utilizing methods appropriate for each parcel
including cooperative agreements, easements, and acquisitions; and
WHEREAS, Kohala Lihikai has submitted a Maintenance Fund stewardship grant
application to continue providing land stewardship, wildfire mitigation, and cultural education
for Kaiholena, North Kohala property identified as tax map keys (3) 5-8-001:011, 019, 020, 021,
022, and 023 as acquired via the Public Access, Open Space, and Natural Resources Preservation
Fund after adoption of Resolution No. 664-08; and
WHEREAS, during its September 13, 2021, meeting, and pursuant to Section 2-217 of
the Hawaii County Code 1983 (2016 Edition, as amended), the Public Access, Open Space, and
Natural Resources Preservation Commission forwarded a positive recommendation for this
project to the Director of Finance; and
WHEREAS, Communication No. 1077, issued by the Director of Finance on October
14, 2022, submitted for the Council's consideration nine applicants for stewardship grants for
various properties that have been acquired by the County using the Public Access, Open Space,
and Natural Resources Preservation Fund; and
WHEREAS, in Communication No. 1077, the Director of Finance's recommendation is
that Kohala Lihikai will be able to complete its project in accordance with the project description
submitted and in strict adherence to the conditions governing the Maintenance Fund; and
WHEREAS, the Council finds that awarding a stewardship grant to Kohala Lihikai will
allow it to: (1) conduct a supplemental Archeological Survey, (2) make safety improvements for
wildfire mitigation by pruning kiawe trees, removing wood fuel, removal of trash or debris, and
weed-whacking grasses and groundcovers, (3) install interpretive signs to educate users
regarding cultural care and trash removal, and (4) leverage partnerships to maintain a healthy
stewardship of the heiau property; now,therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that,
pursuant to Section 10-16(h) of the Hawai`i County Charter, a Maintenance Fund stewardship
grant shall be awarded to Kohala Lihikai in the amount of$59,298.00.
BE IT FURTHER RESOLVED that,pursuant to Section 10-16(g) of the Hawai`i
County Charter, funds from the stewardship grant awarded by this resolution shall be used for
public safety maintenance and preservation of the Kaiholena property, identified as tax map keys
(3) 5-8-001:011, 019, 020, 021, 022, and 023.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Finance and the Department of Finance, Property Management
Division.
