Your Committee on Finance, to which was referred Bill No. 71, reports as follows:
Bill No. 71, transmitted by Finance Director Deanna S. Sako via Communication No. 449 dated
August 31, 2023, amends Ordinance No. 23-50, as amended, the Operating Budget for the County of
Hawaii for the fiscal year ending June 30, 2024.
This bill increases revenues in the Block Grant Program Income account ($150,000); and appropriates
the same to the West Hawaii Emergency Shelter and Facility Energy Efficiency Improvements account,
bringing the total appropriation to $300,000. These additional funds will be used to renovate the facility
in accordance with the Fiscal Year 2023 Community Development Block Grant Annual Action Plan.
Committee Chair Matt Kaneali`i-Kleinfelder asked Housing and Community Development
Specialist Royce Shiroma to provide a brief overview of this measure. Mr. Kaneali`i-Kleinfelder
asked Mr. Shiroma where this facility was located and what type of improvements were being
made to it, to which Mr. Shiroma replied that the facility was located in West Hawaii and was a
homeless shelter. He added that the funds would be used to decrease the facility's electricity cost
by installing a photovoltaic system.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 71, and recommends its
passage on first reading.
