Your Committee on Governmental Operations and External Affairs, to which was referred
Communication No. 441, reports as follows:
Communication No. 441, transmitted by Mayor Mitchell D. Roth, dated August 30, 2023,
requests the Council's review and confirmation of the nomination of Gonzalo Garcia to the
Environmental Management Commission.
Executive Assistant to the Mayor Pomaika`i Bartolome was present in the Kona Chambers to
introduce Mr. Garcia, who was also present in the Kona Chambers.
Pursuant to Article 6, Chapter 10, Section 6-10.5 of the Hawaii County Charter, members of the
Environmental Management Commission shall be appointed by the Mayor and confirmed by the
Council.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Communication No. 441, and recommends confirmation of the appointment of
Gonzalo Garcia to the Environmental Management Commission.
