COUNTY OF HAWAII <br />STATE OF HAWAII <br />RESOLUTION NO. 287 23 <br />A RESOLUTION URGING THE OFFICE OF THE MAYOR TO REQUIRE THAT ALL <br />BOARD AND COMMISSION MEETINGS PROVIDE VIRTUAL ACCESS FOR <br />PUBLIC PARTICIPATION, LIVE VIEWING, AND POST -MEETING VIEWING. <br />WHEREAS, the Office of the Mayor supervises the administration of the County's <br />existing boards and commissions; and <br />WHEREAS, Section 13-20(b) of the Hawaii County Charter requires that boards and <br />commissions take official action only at meetings open to the public; and <br />WHEREAS, currently there are certain boards and commissions whose meetings are <br />limited to in-person public access only, thus requiring members of the public to be physically <br />present at the meeting site to present oral testimony and view the proceedings of the board or <br />commission; and <br />WHEREAS, certain boards and commissions do not provide an accessible video archive <br />of their meetings to allow for post -meeting viewing, requiring interested persons to wait for the <br />production of written meeting minutes as an access point to the deliberations and actions of the <br />board or commission; and <br />WHEREAS, Exhibit "A" attached hereto, received from the Office of the Mayor lists <br />current boards and commissions that provide, and do not provide, virtual access to meetings; and <br />WHEREAS, all board and commission meetings should provide virtual access to ensure <br />maximum levels of involvement, transparency, and accountability of government activity; and <br />WHEREAS, maximum levels of public participation are paramount to effective <br />information gathering and decision making; now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII <br />that it strongly urges the Office of the Mayor to require that all board and commission meetings <br />provide virtual access for public participation, live viewing, and post -meeting viewing. <br />BE IT FURTHER RESOLVED that the Office of the Mayor is urged to appropriate <br />sufficient funds to carry out the provisions proposed in this resolution. <br />
