RESOLUTION NO. 290 23
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO ASSIST THE POLICE DEPARTMENT WITH
PURCHASING CERTIFIED AGRICULTURAL SCALES.
WHEREAS, agricultural theft is a persistent concern for Hawaii Island, and according
to the United States Department of Agriculture, losses from agricultural theft and vandalism, as
well as security expenses, cost farmers on Hawaii Island $9.6 million in 2019; and
WHEREAS, Hawaii Island has many rural farming areas, and agricultural theft in these
areas not only burdens farmers financially, but may also incentivize further thefts; and
WHEREAS, the Police Department's efforts to address agricultural theft would be
complemented by the acquisition of essential equipment, such as certified agricultural scales; and
WHEREAS, the Police Department is requesting funds to purchase certified agricultural
scales to aid in the prosecution of agricultural theft; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 6 will be appropriated to the Police Department
to purchase certified agricultural scales.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Chief of Police and Director of Finance, and that the Director of Finance is
hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
