JMtV of COUNTY OF HAWAII •° STATE OF HAWAII %t OFNF' RESOLUTION NO. 296 23 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HAWAII JAPANESE CENTER FOR THE JAPANESE COMMUNITY ASSOCIATION OF HAWAI`I'S 2023 BUNKA NO HI PROGRAM. WHEREAS, the Hawaii Japanese Center is a 501(c)(3) nonprofit organization that serves as a cultural, research, and educational center for the community; and WHEREAS, the Hawaii Japanese Center is working in partnership with the Japanese Community Association of Hawaii (JCAH) to coordinate the JCAH 2023 Bunka No Hi, a biennial program celebrating Japanese culture in Hawaii, that will be held on November 18, 2023; and WHEREAS, the JCAH 2023 Bunka No Hi program, inclusive of an Omikoshi parade, offers a range of activities including bonsai, calligraphy, tea ceremonies, food booths, martial arts, origami, and cultural demonstrations for the general public; and WHEREAS, the Hawaii Japanese Center is seeking funds for costs associated with printed materials, venue rental, security, and miscellaneous expenses pertaining to the JCAH 2023 Bunka No Hi program; and WHEREAS, the Department of Liquor Control supports organizations and programs that provide drug-free and alcohol -free events that enrich the lives of community member; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 4 will be appropriated to the Department of Liquor Control to provide a grant to the Hawaii Japanese Center for the Japanese Community Association of Hawai`i's 2023 Bunka No Hi program. BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby transfers/appropriates the following amount as set forth below:
