Re: Proposed Amendments to Resolution No. 246-23; CRF for Hawaii Police
Department's 67th Annual HSLEOA Conference
Please see proposed amendments to Resolution No. 246-23. The proposed amendments are
illustrated below in Ramseyer format as applied to the current contents of Resolution No. 246-23.
Material to be deleted is bracketed and stricken; material to be added is underscored.
1. The title is amended to read as follows:
"A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION
OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME
TO A DESIGNATED FUND ACCOUNT TO [ASSIST AA4 ] REIMBURSE THE
POLICE DEPARTMENT FOR EXPENSES RELATING TO THE 67TH ANNUAL
HAWAII STATE LAW ENFORCEMENT OFFICIALS ASSOCIATION
CONFERENCE."
2. The third, fourth, and fifth WHEREAS clauses are amended to read as follows:
"WHEREAS, "Challenges Facing Modern Policing" [will be] was this year's
theme for the 67th Annual HSLEOA Conference, which [will be] was held at the
Waikoloa Beach [Mar -r -ie ] Marriott Resort & Spa on September 27-29, 2023; and
WHEREAS, one of the highlights for this year's conference [will be] was the
recognition of the HSLEOA Officers of the Year honoring officers for their exceptional
service, including those from the previous three years who were not formally recognized
due to the cancellation of HSLEOA Conferences during the COVID pandemic; and

WHEREAS, the County of Hawaii Police Department is requesting [fufi4s-te

to attend] a reimbursement for speaker fees and refreshments for participants of the
67th Annual HSLEOA Conference; now, therefore,"
3. The enacting clause is amended to read as follows:
"BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that Contingency Relief funds from Council District 2 will be appropriated to the County
of Hawaii Police Department [tom] with.] for a reimbursement of expenses relating to
the 67th Annual HSLEOA Conference [to -be] that was held on September 27-29, 2023."
A copy of the draft resolution that would result if these proposed amendments are adopted is
attached with the amendments incorporated therein.

FOR EXPENSES RELATING TO THE 67TH ANNUAL HAWAII STATE LAW
ENFORCEMENT OFFICIALS ASSOCIATION CONFERENCE.
WHEREAS, the County of Hawaii Police Department is committed to providing the
highest quality of police service and forming partnerships within the community; and
WHEREAS, the annual Hawaii State Law Enforcement Officials Association (HSLEOA)
Conference is recognized as flawai`i's premier law enforcement symposium that has led the way
to unite law enforcement agencies to meet the many challenges that they face•, and
WHEREAS, "Challenges Facing Modern Policing" was this year's theme for the 67th
Annual HSLEOA Conference, which was held at the Waikoloa Beach Marriott Resort & Spa on
September 27-29, 2023; and
WHEREAS, one of the highlights for this year's conference was the recognition of the

transfers/appropriates the following amount as set forth below:

hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
