HomeMy WebLinkAboutRES 300 Draft 01 2022-2024 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING THE SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE WEST HAWAI‘I VETERANS CEMETERY DEVELOPMENT AND EXPANSION ASSOCIATION TO ASSIST WITH EXPENSES RELATED TO ITS WORLD WAR II MEMORIAL PROJECT. WHEREAS, the West Hawai‘i Veterans Cemetery Development and Expansion Association (WHVCDEA) is a 501(c)(3) nonprofit organization that was established in 2005 as an unofficial caretaker of the West Hawai‘i Veterans Cemetery-Pu‘u Ho‘omaha O Nā Po‘e Koa O Hawai‘i Komohana (“West Hawai‘i Veterans Cemetery”) and works in cooperation with government agencies, veterans, and civic-minded volunteers to assist with the development, expansion, landscaping, reforestation, and general betterment of the West Hawai‘i Veterans Cemetery; and WHEREAS, under the stewardship of the WHVCDEA, the West Hawai‘i Veterans Cemetery was granted “shrine” status by the United States Department of Veterans Affairs, making the 62-acre cemetery in Kailua-Kona one of only three state-owned veterans cemeteries in the nation to have that distinction, and the only one in Hawai‘i; and WHEREAS, the WHVCDEA is planning a World War II Memorial to add to the cemetery’s Memorial Walkway to honor the sacrifice of life, limb, and duty that servicemembers made in the global conflict; and WHEREAS, the World War II Memorial will commemorate persons, places, and events from the war that have a special significance to Hawai‘i, including the attack on Pearl Harbor, the 442nd Regimental Combat Team, the 100th Infantry Battalion, and Camp Tawara; and WHEREAS, the WHVCDEA is requesting funding assistance to help cover necessary expenses relating to planning, design, and construction of a World War II Memorial at the West Hawai‘i Veterans Cemetery; and WHEREAS, the Department of Parks and Recreation supports this project as it is in keeping with its goals and objectives to provide safe, clean, enjoyable, accessible, and aesthetically pleasing facilities; to create public/private partnerships to improve and maintain recreational facilities; and to accommodate the local burial needs of veterans and their eligible family members; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai‘i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that Contingency Relief funds from Council District 9 will be appropriated to the Department of Parks and Recreation to provide a grant to the West Hawai‘i Veterans Cemetery Development and Expansion Association to assist with expenses related to its World War II Memorial project. BE IT FURTHER RESOLVED that the Council of the County of Hawai‘i hereby transfers/appropriates the following amount as set forth below: FUND: General       AMOUNT OF APPROPRIATION:  $10,000       OUT AND FROM:    010.101.5101.91 Clerk-Council SVC – Contingency Relief $10,000      CREDITED TO:    010.500.5503.02 Department of Parks and Recreation $10,000   P&R Admin.
