The Department of Environmental Management has been selected for potential funding
of $1,522,130 from the United States of America through the United States
Environmental Protection Agency (EPA). The funding through the Solid Waste
Infrastructure for Recycling Grants for political subdivisions, now referred to as SWIFR
Communities Grants will be used to design and implement a city -scale reusable food
ware and refillable bottle system in Hilo, Hawaii.
Enclosed is a resolution to enter into an agreement to accept these funds. Also enclosed
is a bill for an ordinance amending the Operating Budget by appropriating this
$1,522,130.

A resolution authorizing the Mayor to enter into an agreement with the United States Environmental
Protection Agency (EPA) to accept grant funds. And an ordinance amending Ordinance No. 23-50, the
operating budget for the County of Hawaii for FY23-24 to appropriate the following revenues:
085.NEW Federal - EPA Solid Waste Infrastructure for Recycling Grants for Communities $1,522,130.00
And to appropriate the following expenditures:

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Department has been selected for potential funding from the EPA Solid Waste Infrastructure for
Recycling Grants for politcal subdivisions (funding opportunity number EPA-I-OLEM-ORCR-23-03), now
referred to as SWIFR Communities Grants. The grant will be used to design and implement a city -scale
reusable foodware and refillable bottle system in Hilo, Hawai'i that is designed by and for the whole
community. This proposal requests funding for reuse collection bins, transport vehicles and crates/totes, a
dishwashing machine, QR code scanners, and a technology platform to support asset tracking and
management, as well as funding to install or equip the infrastructure to be ready to use..
This request is to accept the funds and to amend the operating budget for FY23-24 in order to receive and
expend these grant funds upon award.
