COUNTY OF HAWAII STATE OF HAWAII <br />RESOLUTION NO. 43,irr-)' 23 <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO FULL LIFE TO ASSIST <br />ABLED HAWAII ARTISTS WITH EXPENSES RELATING TO ITS COMMUNITY <br />ART EVENTS FOR INDIVIDUALS WITH DISABILITIES. <br />WHEREAS, Full Life is a 501(c)(3) nonprofit organization whose mission is to assist in <br />the empowerment of individuals with developmental disabilities, enabling them to achieve and <br />enjoy a self -determined quality of life; and <br />WHEREAS, Abled Hawaii Artists (AHA) is a volunteer -based organization that aims to <br />raise community awareness of our robust disability culture on Hawaii Island by celebrating the <br />spectrum of creativity and promoting inclusive entrepreneurship in the arts through a variety of <br />festivals and events that focuses on individual abilities; and <br />WHEREAS, Full Life has been the fiscal and main events sponsor for AHA since 2011 <br />and is collaborating with AHA to coordinate three community art events to support artists with <br />disabilities; and <br />WHEREAS, many artists and participants of these events come from low-income <br />households who may not always be able to afford expenses and supplies associated with these <br />inclusive community events; and <br />WHEREAS, Full Life is requesting funds to cover necessary expenses relating to AHA's <br />three community art events including, but not limited to, event coordination and promotion, <br />American Sign Language accommodations, scholarships, art supplies, refreshments, and <br />teaching fees; and <br />WHEREAS, the Department of Parks and Recreation supports events that fall under its <br />Culture and Education program that promotes, perpetuates, and encourages activities and <br />programs in culture, art, history, and humanities; and <br />WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, <br />Contingency Relief funds shall be transferred to an accepting County department/agency via <br />resolution identifying the nonprofit organization and the specific program, project, event, activity, <br />service, equipment, materials, or supplies for which the grant shall be used; now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br />Contingency Relief funds from Council District 4 will be appropriated to the Department of <br />Parks and Recreation to provide a grant to Full Life to assist Abled Hawaii Artists with <br />expenses relating to its community art events for individuals with disabilities. <br />
