REPORT OF THE <br />COMMITTEE ON FINANCE <br />DATE: October 3, 2023 Re: Comm. No. 480/Res. No. 282-23 <br />PLACE: Council Chambers <br />Hilo, Hawaii <br />TIME: 12:10 p.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Finance, to which was referred Resolution No. 282-23, reports as follows: <br />Resolution No. 282-23, transmitted by Finance Director Deanna S. Sako, via Communication No. 480 <br />dated September 15, 2023, authorizes the payment of funds of a later fiscal year and of more than one <br />fiscal year for a multi-year lease for one landfill compactor for the Department of Environmental <br />Management. <br />This resolution authorizes the Mayor to enter into a five-year lease agreement at an approximate <br />monthly cost of $25,000 to replace equipment deemed inoperable due to fire loss. <br />Environmental Management Director Ramzi Mansour provided a brief presentation on this measure. <br />Committee Member Michelle Galimba asked Mr. Mansour if he could explain how the fire started. <br />Mr. Mansour replied that the fire began around 2:00 a.m. The machine was idle, and no one was on <br />site to see what initiated the fire; it was extinguished at 7:30 a.m. that morning.
