REPORT OF THE
COMMITTEE ON FINANCE
Re: Comm. No. 481/Res. No. 283-23
Your Committee on Finance, to which was referred Resolution No. 283-23, reports as follows:
Resolution No. 283-23, transmitted by Finance Director Deanna S. Sako, via Communication No. 481
dated September 15, 2023, authorizes the payment of funds of a later fiscal year and of more than one
fiscal year for a multi-year lease for the Hawaii County Police Department.
This resolution authorizes the Mayor to enter into a five-year lease agreement for Tasers and
associated equipment to be utilized by Police Officers island wide.
Committee Chair Matt Kaneali`i-Kleinfelder asked Police Lieutenant Aaron Carvalho to provide some
background on this measure.
Committee Member Jenn Kagiwada asked Mr. Carvalho for clarification on the associated equipment
mentioned in this measure. Mr. Carvalho stated that the related items are included in the cost of the
Tasers and include training cartridges, training suits, live cartridges, and holsters.
Committee Member Ashley L. Kierkiewicz asked how many Tasers would be purchased. Mr. Carvalho
responded by stating they intend to equip all sworn -in personnel. He continued by saying that he does
not have that exact number but would be able to provide that at a later date. Ms. Kierkiewicz asked
Finance Director Deanna Sako how much the department has budgeted for the equipment, to which she
replied that she knows that it is a significant amount as they intend to replace the equipment for all
sworn -in officers. She couldn't provide the exact amount at that time but said she would be happy to
offer it at the next hearing.
Committee Member Holeka Goro Inaba asked for a communication with the number of Tasers, the
amount of equipment, and a list of the associated equipment.
Committee Chair Matt Kaneali`i-Kleinfelder agreed with Mr. Inaba and told Mr. Carvalho that the
committee looks forward to receiving that information.

Your Committee on Finance is in accord with the purpose and intent of Resolution No. 283-23, and
recommends its adoption.
