REPORT OF THE
COMMITTEE ON FINANCE
Re: Comm. No. 482/Res. No. 284-23
Your Committee on Finance, to which was referred Resolution No. 284-23, reports as follows:
Resolution No. 284-23, transmitted by Finance Director Deanna S. Sako, via Communication No. 482
dated September 15, 2023, authorizes the Mayor to enter into an agreement with the State of Hawaii
Department of Human Services.
This resolution allows for the receipt of $2,000,000 in federally -derived funds to support the
implementation and on-going operations of a new homeless shelter program.
Finance Director Deanna Sako provided a brief overview of this measure as they waited for Housing
and Community Development Specialist Sharon Hirota to join the meeting. Ms. Hirota then offered a
more detailed overview of the matter.
Committee Member Jenn Kagiwada asked Ms. Hirota for clarification on who the housing would be
for. Ms. Hirota replied that they are focusing on individuals and couples. Ms. Kagiwada wondered if
there was a community outreach plan. Ms. Hirota said that they do plan some community engagement
and encourage individuals to seek shelter and link them to other resources.
Committee Member Ashley L. Kierkiewicz asked for a timeline for this implementation. Ms. Hirota
said they would like to start something in early January.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 284-23, and
recommends its adoption.
