REPORT OF THE
COMMITTEE ON FINANCE
Re: Comm. No. 486/Bill No. 77
Your Committee on Finance, to which was referred Bill No. 77, reports as follows:
Bill No. 77, transmitted by Finance Director Deanna S. Sako via Communication No. 486 dated
September 15, 2023, amends Ordinance No. 23-50, as amended, the Operating Budget for the County
of Hawaii for the fiscal year ending June 30, 2024.
This bill increases revenues in the Federal Grants — Hawai`i County Police Department 2023 Special
Traffic Enforcement Patrol Grant account ($280); and appropriates the same to the Hawaii County
Police Department 2023 Special Traffic Enforcement Patrol Grant account, for a total appropriation of
$574,514. These additional funds would be used for training, education, enforcement, and community
collaboration to reduce the number of traffic fatalities and injuries.
Traffic Safety Coordinator Torey Keltner provided a brief overview.
Committee Member Susan L. K. Lee Loy and Committee Member Ashley L. Kierkiewicz provided
comments of support. They expressed gratitude towards Mr. Keltner, recognizing his efforts in
obtaining these grants for the department.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 77, and recommends
its passage on first reading.
