-(V OF 14 <br />COUNTY OF HAWAII STATE OF HAWAII <br />RESOLUTION NO. 2.3 <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO RECYCLE HAWAII <br />FOR THE HILO DOWNTOWN IMPROVEMENT ASSOCIATION'S ZERO WASTE <br />HALLOWEEN FESTIVAL. <br />WHEREAS, Recycle Hawaii is a 501(c)(3) nonprofit organization with a mission to <br />minimize waste and promote recycling and resource awareness through education, programs, and <br />services on Hawaii Island; and <br />WHEREAS, Recycle Hawaii is collaborating with the Hilo Downtown Improvement <br />Association to increase awareness of waste reduction in conjunction with community festivals <br />and other public events; and <br />WHEREAS, the Hilo Downtown Improvement Association is hosting a Zero Waste <br />Halloween Festival, which is a free, family -friendly, community event that will be held <br />October 26-29, 2023, at Kaldkaua Park; and <br />WHEREAS, Recycle Hawaii is requesting funding assistance to help cover necessary <br />expenses for the four-day festival including, but not limited to, educational flyers, recycling <br />collection bins, and pumpkins for families to carve and take home; and <br />WHEREAS, the Department of Parks and Recreation supports this event as it is in <br />keeping with the goals and objectives of the department to provide a diversified recreation <br />program that addresses the needs and interest of the respective communities in a safe <br />environment; and <br />WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, <br />Contingency Relief funds shall be transferred to an accepting County department/agency via <br />resolution identifying the nonprofit organization and the specific program, project, event, <br />activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br />therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br />Contingency Relief funds from Council District 2 will be appropriated to the Department of <br />Parks and Recreation to provide a grant to Recycle Hawaii for the Hilo Downtown <br />Improvement Association's Zero Waste Halloween Festival. <br />BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby <br />transfers/appropriates the following amount as set forth below: <br />
