RESOLUTION NO. 2.3
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO RECYCLE HAWAII
FOR THE HILO DOWNTOWN IMPROVEMENT ASSOCIATION'S ZERO WASTE
HALLOWEEN FESTIVAL.
WHEREAS, Recycle Hawaii is a 501(c)(3) nonprofit organization with a mission to
minimize waste and promote recycling and resource awareness through education, programs, and
services on Hawaii Island; and
WHEREAS, Recycle Hawaii is collaborating with the Hilo Downtown Improvement
Association to increase awareness of waste reduction in conjunction with community festivals
and other public events; and
WHEREAS, the Hilo Downtown Improvement Association is hosting a Zero Waste
Halloween Festival, which is a free, family -friendly, community event that will be held
October 26-29, 2023, at Kaldkaua Park; and
WHEREAS, Recycle Hawaii is requesting funding assistance to help cover necessary
expenses for the four-day festival including, but not limited to, educational flyers, recycling
collection bins, and pumpkins for families to carve and take home; and
WHEREAS, the Department of Parks and Recreation supports this event as it is in
keeping with the goals and objectives of the department to provide a diversified recreation
program that addresses the needs and interest of the respective communities in a safe
environment; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 2 will be appropriated to the Department of
Parks and Recreation to provide a grant to Recycle Hawaii for the Hilo Downtown
Improvement Association's Zero Waste Halloween Festival.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Parks and Recreation and Director of Finance, and that the Director
of Finance is hereby authorized to make the necessary transfers in accordance with the terms of
this resolution.
