Dear Council Members:
1"our action is needed to sat e one of the few sand beaches in Kailua-Kona, This deserves
priority because the proposed building would not only take up the precious sandy area it sits
on, but tt~ould likely destroy the sandy beach over time.
Sofia}''s propesed construction tt~as allowed because our zoning lat~•s were tentten 10 to 15
}ears ago before the understood that building sea walls and other "armamen[s" causes beach
loss. L of H's Dr. Chip Fletcher and Rob Jlullane have conducted beach surr~e}~s and
analyzed the results, Thei: conclusion, seawalls close to the shoreline ha+'e been the major
factor in beach loss arounc the State
The condo propcsed has only a 20 or 30 loot =_etback Fran the shoreline. The base of the
proposed building is so close it N-ill reflect way es during storms, washing atva} the beach in
front of the buildin¢. .and w'nat about the beach to the south?
T~'hile the ottr.er promises to give the County- a sliver of land if the condo is allowed. [his
sandy area ill mostly be ,+ashed aw ap ++ith storm wares. And what happens ++ith the
addition of the building acting as a ~-story seawall? ~t'i11 the sand return' ~~"hat a tragedy if
it does not.
Rob Mullane, at a televised meeting sponsored b}~ Ikona Outdoor Circle, Kona Hawaiian
Ci+~ic Club, and Plan to Protect, showed slide after slide where beaches i¢ similar situations
had been diminished or lost. \a Kupuna gave their account of what they sate here over the
decades in Rona. \ow we have a chance to do something right.
Sandy beaches are par[ of Hattaii's culture and a heritage to all of us The}' are the backbone
of our multi-balion dollar tourist industr}. On behalf of Plan-to Protect Kona. I strongly urge
the Count}' Counci: to approve the purchase of R'ai'aha Bay and put S1 million tots and it's
purchase,
