COUNTY OF HAWAII STATE OF HAWAII <br />RESOLUTION NO. 321 23 <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO VIBRANT HAWAII <br />TO ASSIST WITH EXPENSES RELATING TO THE WAIAKEA PENINSULA DESIGN <br />LABS. <br />WHEREAS, Vibrant Hawaii is a 5 01 (c)(3) nonprofit organization that brings <br />community-based organizations, government, foundations, and businesses together to build <br />awareness and implement strategies that are developed and resourced by the community; and <br />WHEREAS, Vibrant Hawaii is working with community stakeholders to convene at <br />least two working group sessions called the Waidkea Peninsula Design Labs to create a guiding <br />document for future restoration and revitalization of the Waidkea Peninsula; and <br />WHEREAS, the Waiakea Peninsula Design Labs will also aim to increase awareness of <br />the culture and history of the Waidkea Peninsula, restore community belonging and kuleana, and <br />design and install a mural on the construction dust fence surrounding the property of the former <br />Uncle Billy's Hilo Bay Hotel; and <br />WHEREAS, the Waidkea Peninsula Design Labs will be conducted in the closing <br />months of 2023, with a full-scale mural to be completed in January 2024; and <br />WHEREAS, Vibrant Hawaii is requesting funds for expenses relating to the Waidkea <br />Peninsula Design Labs that include, but are not limited to, data analysis, report drafting, editing <br />and publishing, facility rentals, meeting supplies, artist consultation, art supplies and materials, <br />equipment rental, and videographer; and <br />WHEREAS, the Department of Liquor Control supports organizations that provide <br />programs, projects, or activities in a drug-free and alcohol -free environment; and <br />WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, <br />Contingency Relief funds shall be transferred to an accepting County department/agency via <br />resolution identifying the nonprofit organization and the specific program, project, event, <br />activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br />therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br />Contingency Relief funds from Council District 3 will be appropriated to the Department of <br />Liquor Control to provide a grant to Vibrant Hawaii to assist with expenses relating to the <br />Waidkea Peninsula Design Labs. <br />
