A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO VIBRANT HAWAIʻI
TO ASSIST WITH EXPENSES RELATING TO THE WAIĀKEA PENINSULA DESIGN LABS.
WHEREAS, Vibrant Hawaiʻi is a 501(c)(3) nonprofit organization that brings community-based organizations, government, foundations, and businesses together to build awareness and implement
strategies that are developed and resourced by the community; and
WHEREAS, Vibrant Hawaiʻi is working with community stakeholders to convene at least two working group sessions called the Waiākea Peninsula Design Labs to create a guiding document for
future restoration and revitalization of the Waiākea Peninsula; and
WHEREAS, the Waiākea Peninsula Design Labs will also aim to increase awareness of the culture and history of the Waiākea Peninsula, restore community belonging and kuleana, and design
and install a mural on the construction dust fence surrounding the property of the former Uncle Billy’s Hilo Bay Hotel; and
WHEREAS, the Waiākea Peninsula Design Labs will be conducted in the closing months of 2023, with a full-scale mural to be completed in January 2024; and
WHEREAS, Vibrant Hawaiʻi is requesting funds for expenses relating to the Waiākea Peninsula Design Labs that include, but are not limited to, data analysis, report drafting, editing
and publishing, facility rentals, meeting supplies, artist consultation, art supplies and materials, equipment rental, and videographer; and
WHEREAS, the Department of Liquor Control supports organizations that provide programs, projects, or activities in a drug-free and alcohol-free environment; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai‘i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying
the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that Contingency Relief funds from Council District 3 will be appropriated to the Department of Liquor Control to provide a grant
to Vibrant Hawaiʻi to assist with expenses relating to the Waiākea Peninsula Design Labs.
BE IT FURTHER RESOLVED that the Council of the County of Hawai‘i hereby transfers/appropriates the following amount as set forth below:
