HomeMy WebLinkAboutRES 322 Draft 01 2022-2024A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HAWAI‘I ISLAND HIV/AIDS FOUNDATION TO ASSIST WITH EXPENSES RELATED TO ITS PUNA HIV, STI, AND OVERDOSE REDUCTION AND REINTEGRATION PROJECT. WHEREAS, the Hawai‘i Island HIV/AIDS Foundation (HIHAF), doing business as Kumukahi Health and Wellness, is a 501(c)(3) nonprofit organization whose mission is to assist those affected by HIV/AIDS to maximize their quality of life, end the spread of HIV, and utilize the lessons learned in the HIV epidemic to care and advocate for others in the fight against related diseases; and WHEREAS, Kumukahi Health and Wellness also provides the community with health and medical services including, but not limited to, providing basic medical care for those who are not covered by health insurance, Med-Quest navigation services, case management services, in-home appointments, and community health outreach and education; and WHEREAS, the Puna HIV, STI, and Overdose Reduction and Reintegration Project is a program created to provide the people of Puna with awareness of HIV, HepC, and STI testing, Narcan training, risk reduction counseling and treatment to anyone testing positive, case management services, support groups for reintegration, and LGBTQ+ health clinic services; and WHEREAS, Kumukahi Health and Wellness is requesting funds to assist with expenses including, but not limited to, program flyers, HIV and STI testing kits, clinic supplies for treatment; and WHEREAS, the Office of the Prosecuting Attorney promotes early intervention initiatives, encourages treatment and services, and supports reintegration programs to improve the quality of life on Hawai‘i Island; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai‘i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that Contingency Relief funds from Council District 5 will be appropriated to the Office of the Prosecuting Attorney to provide a grant to Hawai‘i Island HIV/AIDS Foundation to assist with expenses relating to its Puna HIV, STI, and Overdose Reduction and Reintegration Project. BE IT FURTHER RESOLVED that the Council of the County of Hawai‘i hereby transfers/appropriates the following amount as set forth below: FUND: General       AMOUNT OF APPROPRIATION:  $10,000       OUT AND FROM:    010.101.5101.91 Clerk-Council SVC – Contingency Relief $10,000      CREDITED TO:    010.271.5271.02 Office of the Prosecuting Attorney $10,000   Prosecuting Attorney OCE,    115 Misc. Contract Services    (HIHAF – Puna HIV, STI, Overdose Reduction and Reintegration Project)    BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Prosecuting Attorney and Director of Finance, and that the Director of Finance is hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
