bill 63 --SUPPORT C -J
thank you for once again bringing this issue to the council. Yes, you have the support of the
community as you have for the past decades. Who would not support the possibility of emr ergency
vehicles, school buses, police and simple homeowners being able to access their property? Home
owners who pay their property taxes, however humble, with the same hopes as other property
owners who can get to their homes, take their children to bus stops and hope if they need an
ambulance, one would be forthcoming. And yet, as these countless resolutions pass the county
council in various forms, as the state legislature gives their nod of approval for 30YEARS down the
road. the people continue to suffer. I have followed this issue, sat on various county committees
attended too many meetings, knowing the outcomes. ( this usually includes county attorney saying a
big NO or most likely referring it to yet again another "study" in another few years.)
The issue is reminiscent of the roads in limbo with DLNR saying the county is responsible and the
county punting back to DLNR with the property owners not getting any help or services. I think the
county needs to take heed of what happened with the emergency on Maui and consider if something
like that happened in Puna with the condition of our roads. The incident on Highway 130 a few years
back when the traffic was diverted to MOHO road was a small sampling of a potential disaster if ever
there had to be a major evacuation anywhere from volcano through Keaau. This was why we worked
for years on the connectivety project and even though the council approved the report a former mayor
referred it to yet another "study".
The time has come. the People need help. So many ways the county could help: grant writing, fund
matching, providing the expertise of taxpayer funded county employees , mandatory road dues
collected through property taxes. the time has come to not only start the ball rolling with passage of
Bill 63 but to actually perform some work on these roads, especially those identified through past
studies. thank you for listening to my rant, linnette quade
