I have been a full time resident of Puna District since 1997; owning 3 lots in Hawaiian Acres Subdivision. Given that the State of Hawaii Land Court has denied the right to mandatory road fees twice here, our roads are terrible. Providing adequate road maintenance of the approximate 70+ miles of roadways with "donations" is a complete failure. Lot owners in this subdivision pay into the County funds but only benefit from such once we get access to pavement. When we have steadily raining periods, not uncommon, it can take me 45 minutes to travel the 2 miles to pavement. Emergency vehicle access is greatly slowed down by the condition of the roads. I live off of F/ALE Rd and would like to see the PEAR extended to include F and ! roads. This would enable faster ingress and egress to not only this subdivision but many from lower Puna should a disaster as Lahaina occurs. thank you for your time and attention to this matter.
