I support Bill 82.
My name is Jordan Epperson and I am the Vice President of the Hawaiian Acres Road Corporation. Even prior to being on
the board I have spent a lot of my time, energy and money over the last 19 years to do what I can to keep these
roads reasonably passable as a volunteer. Unfortunately our road corporation and neighborhood in general has failed to
establish any sort of system to acquire adequate funding to maintain these roads on a regular basis. Even worse, due to
the opposition, slander and malicious behavior of the opponents of mandatory road fees that reside here in the acres
the funding we were getting has dropped over 75% in the past 10 years. That leaves us less than $20,000 annually to
maintain over 70 miles of heavily used roadways in a very rainy climate. Along with the lack of funding and the
tremendous influx of new residents using our roads daily, these roads have become dangerous and unreliable leaving
emergency services very limited to the those who may need them. This influx of new residents I've mentioned would
also greatly benefit from the availability of bus routes which are currently unobtainable due to the conditions of our
roadways. As a road volunteer I receive regular harassment and occasional threats from certain community members for
not maintaining these roads better with the very little funding thats available. I personally hate having to beg Hawaii
County or my Neighbors for help but I currently have no better way to keep these roads safe for the people who use
them as Hawaii County continues to allow more development in this neighborhood with or without access to safe travel
and emergency services. We really need some help here and this Bill seems like the most reasonable thing I could wish
for at the moment. Please support Bill 82.
