Re: I support Bill 82
As a concerned property owner on Rdl Uhini Ana in the subdivision of Hawaiian Acres I would like to bring the state of
and concerns about our road to your attention under the above mentioned bill.
Could the Committee on Health, Safety and Well-being please note that the standard of Rdl Uhini Ana is extremely poor
and is not safe for the public nor for public transportation, in addition to being unsafe for the local residents.
Rdl Uhini Ana does serve and benefit the general public and is at all times open to the general public as there are no
signs nor barriers such as gates indicating that it is a private road.
The road is the main ingress and egress for a vast number of households as well as buses carrying tourists into the area.
The population living in this area spans many generation groups from the elderly, to families with small children and
expectant mothers.
The state of the road at present is unsafe for motorists, bicyclists and pedestrians.
Unfortunately the population of Hawaiian Acres lacks the financial resources to replace the road themselves.
would like to outline a few particular examples of health, safety and well-being concerns:
Health concerns: Due to the degradation and severity of the asphalt on Rdl, I have personally witnessed ambulances
driving at less than 5 miles per hour to get to a 911 call. A distance that should normally take 5 minutes to drive, takes
15-20 minutes along this road. Not being able to reach a critically ill person in a timely manner could lead to loss of life.
Safety concerns: The police are not able to reach homes that are in need of their help in a reasonable amount of time
due to the state of the road. This could have dire consequences.
In the event of natural disasters or catastrophe, the community would not be able to evacuate safely. This could lead to
many fatalities and may inhibit some residents to even attempt to evacuate.
Concerns for Well-being :
Rdl Uhini Ana is a school bus route. I have observed school buses having a difficult time navigating on this road, not to
mention the safety of our keiki onboard the buses.
I myself have had a tire blowout after hitting the sharp edge of a pothole, late at night in the rain. There is no street
lighting and AAA will not send their vehicles into the neighborhood because of the condition of the roads.
Certain companies will not deliver anything into this neighborhood because of the roads. For example, Puna Rock will
not deliver gravel which at this moment in time is needed to fill in the massive potholes. The reason they won't deliver is
that one of their delivery trucks was damaged and broke down on Rdl during a delivery due to the appalling state of the
road.
All of the state vehicles mentioned above such as ambulances, police cars, fire trucks and school buses are at risk of
damage navigating this road.A44 .1 L

Rd 1 Uhini Ana is in dire need of repaving for the health and safety of this community. Please consider assistance in
repaving this much used and important road into and out of our community both for the improvement of quality of life
and for management of health and safety services.
