Re: Annual Agreements with the United States Geological Survey
Enclosed is a resolution to enter into annual flood -monitoring agreements with the United
States Geological Survey for each of the next five years, up to December 31, 2028.
These annual agreements involve the collection of long-term systematic data related to
annual peak streamflow.

A. REQUEST:
The Department of Public Works: Engineering Division (DPW) requests a resolution authorizing the Mayor to
enter into annual agreements with the United °States Geological Survey (USGS) to fund the Cooperative
Flood -Monitoring program? onthe. Island of Hawai'i. DPW is requesting authority to enter into these annual
agreements for five (5) years,
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):'
This agreement is an annual joint funding agreement where: the USGS and the County of Hawai'i contribute
funding; for a flood -monitoring program that inWloves the collectionoflong-term systematic data of annual
peak streamflow. The data collected is used to map flood -prone areas for°land use management; and the
planning and design of flood management systems such as bridges, culverts, and levees.
The agreement covers the,cost of station operation and maintenance, quality assurance, real-time data
display;on the USGS website, and data archival. Data is collected by the USGS and stored in the USGS
National Water Information System database and made publicly available on the USGS website. The
Department of Public Works Engineering division is requesting. the consent of council, pursuant to HRS 46-7,
to enter into annual agreements with the USGS for flood -monitoring, for the next five (5) years.
