My apologies for the late email, and hopefully not too late to weigh in my SUPPORT for Bill 82. 1 appreciate that this bill
is before you because we have to start somewhere and this bill does just that. We have so many buildable lots in Puna
as a result of decisions that were made in the past. We have to figure out how to rectify the wrongs of poorly planned
communities. The population that these subdivision serves deserves to have roads that don't turn into raging rivers
when it rains. They deserve to be able to get to and from home without having to replace their rear axles. They deserve
to have roads that won't accelerate the life of their tires and jiggle loose the parts of their cars! I could keep offering
descriptors because I have lived in Puna and seen this life and the wear and tear on vehicles firsthand. This is where
many people are living in order to afford homes anymore. We need to have some (and ultimately all) of these roads
maintained by the County of Hawaii. The health and safety of our citizens is also dependent upon the maintenance of
these roads. Imagine ambulances and fire trucks trying to navigate some of these substandard roads. I will spare
recalling some of the tragic stories of the past, in which delayed public safety response cost people their lives.
But I do hope that mine and the testimony of others has motivated you to testify in favor of Bill 82.
