I'm glad to see that Bill 82 appears to be advancing and is now in its 2nd draft accommodating comments
from the public and councilmembers. While Hawaiian Shores Community Assn maintains its privately
held paved streets all of which are open to the public, the costs of doing so have required the
organization to take on sizeable debt. Given that the majority of roads in Puna are privately held, and
many provide access for needed emergency services and connection to our mass transit system, this bill
is a step in the right direction for rectifying inappropriate land use policies from 60 plus years ago.
As the Executive Director of Malama 0 Puna, our members strongly supports this measure as the
majority of our membership is spread throughout the Puna district. We ask that you please give Bill 82
its due consideration and hopefully this action will help alleviate the terrible condition of primary
arteries, especially in the Upper Puna district, as well as locations in Lower Puna such as Black Sands
Subdivision, Nanawale, Ainaloa, Orchidland, and HPP which continue to gain new residents at an
alarming rate.
All our citizens should have equitable access to emergency services, school bus services, and mass transit
options.
